About the Role The Business Analyst will support a cross-functional project teams focused on driving the end-to-end digital product lifecycle for features and products to improve the overall online experience of residents and businesses in the State of Connecticut. The Business Analyst will support one or more teams by performing detailed requirements analysis, create and maintain relevant product/project documentation, and perform solution testing consistent with the goals and objectives of the Connecticut Digital Service. Experiences Required for This Role Grant Administration - Domain expertise in the following required: Understanding of the entire grant administration process, from discovery and initial proposal submission to award management and compliance reporting Familiarity with the various stages of grant evaluation, budgeting, and fund allocation Knowledge of regulatory requirements, documentation, and reporting obligations associated with grants administration Ability to collaborate with various stakeholders, including government agencies, program managers, and grant applicants, to ensure seamless adoption and effective utilization of digital grants platform Requirements Analysis - At least 5 years of experience and use cases with the following: Evaluating business processes and user needs Anticipating requirements, uncovering areas for improvement, and developing and implementing solutions Effectively communicating your insights and plans to technical and non-technical audiences, including cross-functional team members, stakeholders, and management Prioritizing requirements based on product roadmap, business needs, and technical feasibility Navigating complex stakeholder relationships, competing resources, and priorities Requirements Documentation - At least 3 years of experience and use cases with the following: Conducting meetings and presentations to share ideas and findings Documenting results of your requirements analysis in the format of user flows, system flows, system requirements, user stories, and user acceptance criteria Solution Testing - At least 2 years of experience and use cases with the following: Ensuring solutions meet business needs and requirements Performing user acceptance testing Classifying and documenting defects Digital Platforms, Tools and Discipline - At least 2 years of experience and use cases with the following: Working with enterprise scale digital platforms specializing in at least 3: omni-channel service delivery, web content management, customer relationship management, identity and data integration Establishing continuous improvement/delivery pipeline to continually improve products post-launch based on customer research and feedback Using of productivity, communication and analysis tools to manage iterative delivery, such as JIRA/Confluence, Google Analytics, Git Repository, Microsoft Teams, Microsoft Office (Word, PowerPoint, Excel) Staying up to date on the latest process and IT advancements to automate and modernize systems Knowledge, Skills, and Ability Business Analysis Exceptional analytical and conceptual thinking skills The ability to influence and determine acceptable solutions with stakeholders Advanced technical and documentation skills Fundamental analytical and conceptual thinking skills Reporting and presenting A track record of following through on commitments Excellent planning, organizational, and time management skills A history of leading and supporting successful projects Performance in Complex Situations Communication and collaboration with state-wide partners Clearing challenges for team members Comfort in blazing a path through an ambiguous work environment Judgement fitting to the ever-changing environment Ability to juggle multiple project workstreams Team Building Supporting teammates' skills and behaviors development and delivery A balance between strong domain expertise and flexibility Prioritization, organization, and triage in an independent environment Encouraging of an interactive, cooperative, collaborative, and customer-focused work environment Ability to maintain strict confidentiality Judgement in dealing effectively and diplomatically with all levels of government staff Preferred Skills & Qualifications Other Desirable Skills A bachelor's or master's degree in business or related field 5 years of business analysis or a related field. 2 years of user-centered design 2 years of user research and analytics 1 year of customer relationship management platforms such as Salesforce1 year of web content management platforms such as Sitecore 1 year of cloud-based services and solutions such as Azure Administrative Considerations The Business Analyst will work as part of an iterative team using agile sprints. Work will be assigned based on items in the product backlog associated with Website Improvements. These tasks may be adjusted, reduced, or expanded as the project progresses through various phases. The contract employee shall be expected to maintain and provide written documentation on any work performed in conjunction with this engagement. The engagement will be for a term of up to 12 months. All work will be performed in eight (8) hour shifts, Monday to Friday, excluding State holidays. If workflow dictates an on-site presence is not needed, consultant may work remotely. All extended remote work will need approval by Chief Digital Officer or the designated manager. Payment will be on a time and material basis and paid only for hours worked. Travel to various state offices maybe required. State Agencies are located in downtown Hartford and the Greater Hartford area. Local Travel Reimbursement is not provided. Use of State Resources: The contractor will share a dedicated office space and will be provided with all computer hardware and software needed to execute and perform the duties for this program. Security/Privacy Considerations: Information accessible by the contractor may be sensitive, confidential or subject to the Privacy Act and/or HIPAA considerations. Contractor personnel must be familiar with and comply with the provisions of appropriate regulations and/or instructions. Signing of a confidentiality agreement will be required. Daily sign-in to the facility may be required. The contractor employee must always display an access badge while present in state facilities. A background check will be required.
