General Summary:

Responsible for investigating and tracking Title VI, EEO and ADA complaints. Provides quarterly/annual EEO, Title VI and ADA performance reports. Presents training courses for EEO, Title VI and ADA for employee awareness.

Essential Duties and Responsibilities:

Evaluate Title VI equity analysis during changes to service and passenger fares.

Provide quarterly and annual reports relating to EEO, Title VI and ADA performance.

Review surveys of transit routes, facilities, and services ensuring compliance with federal Title VI, EEO and ADA guidelines.

Investigate and track Title VI, EEO and ADA related complaints.

Perform updates to the DART Title VI, EEO and ADA programs ensuring federal compliance.

Monitor and review contractors and subrecipient Title VI programs and compliance.

Assist the agency during outreach initiatives.

Perform training courses for EEO, Title VI and ADA employee awareness.

Represent DART at inter-departmental and intra-departmental meetings and activities.

Perform other related duties as assigned.

Minimum Knowledge, Skills, and Abilities Required:Note:

An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

Bachelor's degree from an accredited college or university in Business Administration, Personnel Management, Industrial Relations, Public Administration, Social Work or related field.

Two (2) years progressively responsible experience in administration of comprehensive civil rights compliance programs or similar field.

Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.

Knowledge of FTA EEO Circular 4704.1A, EEO Requirements and Guidelines for FTA recipients.

Knowledge of FTA Circular 4702.1B, Title VI Requirements and Guidelines for FTA recipients.

Must be proficient in Excel, Word, and other MS Office programs with the ability to learn new programs quickly.

Experience utilizing database programs and ability to access information from the Internet and intranet.

Ability to manage time and workload effectively which includes planning, organizing, and prioritizing tasks.

Ability to communicate effectively, orally and in writing, and to establish and maintain effective working relationships.

Ability to execute tasks in a timely manner.

Research and analytical skills.

Certification as a Mediator for conflict resolution is desired but not required.

Work Conditions:Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
