Description Directs and oversees third party witnessing activities to verify that gatherers, purchasers, contractors and customers are accurately measuring oil, gas and water volumes. Duties also include program development and documentation.Provides direction and oversight for the development of technical training material and provides technical measurement training to measurement services personnel, field personnel and contractors. Training topics may include: operation, maintenance, usage and repair of measurement equipment, software and testing devices; company policy and procedures; and measurement facility safety.Develops and provides regulatory compliance programming, response, training and documentation to ensure that state, federal and tribal regulatory requirements are met.Work with regulatory authorities in the field to resolve compliance issues and violations and to develop remediation plans for oil, gas and water measurement compliance.Leads the development and optimization of measurement, policies, procedures, standards and compliance requirements for oil and gas meter calibrations, samplings, equipment testing and software testing.Position serves as the measurement software owner responsible for system scheduling, maintenance, testing, training and documentation.Advanced working knowledge of industry standards and documents (API, AGA and GPA).Cygnet, FMS, FlowCal, Test-it and Prove-it measurement software experience preferred.Advanced working knowledge of gas and liquid measurement devices and field measuring software.Advanced working knowledge with the various types of gas quality and liquid sampling equipment.Knowledge of Federal, State and/or Tribal regulations and orders as they relate to gas and liquid measurement.Position serves as the measurement software owner Responsible for system schedulingMaintenance Meter testing and gas samplingDocumentation TrainingRequirementsRequirements + 6 years of field measurement related experience,10 years plus preferredKnowledge of oil and gas operationsKnowledge of oilfield equipment operations, including their designs, uses, repairs and maintenance.Knowledge of administrative procedures in order to prepare and maintain reports, budgets, and administrative records as required.Knowledge of industry safety and environmental standards, requirements and regulations.Ability to assign, delegate, and direct the work of others.Ability to provide on-the-job training, performance assessment, coaching, motivation, and career development to employees.Ability to show flexibility in response to change and adapt to and accommodate new policies, procedures, and technology.Ability to ensure all employees are operating within all TEP Barnett state, and federal guidelines, policies, and regulations.
