Position DescriptionPosition Overview:

The Director of Program and Project Management reports directly to the Chief Information Officer (CIO) and is responsible for operation and management of the Project Management Office (PMO) consistent with best practices models.

This role directs, plans, organizes, integrates, coordinates, and monitors complex and/or large-scale cross-functional department and enterprise-level projects and programs to deliver specific goals and objectives. Projects may include significant business process and/or technology change.

Key responsibilities include the development and implementation of IT applications and applications systems analysis and programming activities that enable the organization's business processes. Provides overall direction and guidance to assigned project managers, reviews project requests, and coordinates schedules/PMO activities. This is a highly visible position that has significant impact on IT deliverables and Universal Services objectives.

Job Duties and Responsibilities:

Provides primary managerial direction of the PMO for the purpose of providing necessary resources, enhancing productivity of the PMO, and ensuring established department outcomes are achieved.

Oversee the project management process: This includes assigning project managers, monitoring progress, and ensuring projects are delivered on time, within scope, and on budget.

Establish the PMO organizational structure in alignment with Project Management Institute (PMI) guidelines, quality standards and department requirements.

Collaborate with CIO and Chief Technology Officer (CTO) on creating the underlying PMO strategy, success measures, project management maturity level/expectations, and performance feedback process.

Participates in the Business Technology Request in-take process for complex and/or large-scale IT related projects.

Organizes and manages all phases of projects to ensure satisfactory and timely completion of deliverables.

Works closely with the executive team to define project priorities, address challenges, and communicate risks and opportunities.

Drive documentation of application solutions and business processes for supported platform(s). Identifies system design alternatives, research existing IT systems in the marketplace and recommends viable IT solutions.

Perform project management on selected “high priority” project efforts. This can include: benefit/cost analysis, project charter development, stakeholder identification, project scope definition, integrated project plan development, project team development, project status monitoring and corrective actions, procurements/vendor performance, issue tracking, executive steering team leadership, and overall management and leadership of the project.

Provide periodic “dashboard” reports for executive management on status of projects, project delivery schedule/Gantt chart and projected project activations.

Performs other job-related duties as assigned.

RequirementsEducation:

Bachelor's Degree from an accredited university

Must achieve PMP certification within 18 months of hiring

Experience:

15-20 years of IT and business/industry work experience, with at least 10 years of leadership experience in managing multiple, large, cross-functional teams or projects, and influencing senior level management and key stakeholders.

Knowledge, Skills, and Abilities:

Possess strong leadership skills, strategic thinking, and the ability to build collaborative relationships. They should also have a proven track record of successful project delivery and experience improving project management practices.

Documented experience and evidence of improving IT project management processes.

Demonstrated evidence of skill in Quality Assurance and Quality Control, including quality audits and data trend analysis, such as control chart development and interpretation.

Experience presenting to and influencing across an organization.

Strong interpersonal and communication skills with demonstrated experience working with business/functional organizations.

Strong/excellent oral and written communication skills, including ability to compose and present business and technical material to technical and non-technical audiences.

Strategic and creative thinker with proven analytical and problem-solving capability.

Self-motivation, ability to work independently and to manage projects through effective communication, including analysis and persuasion.

High level analytical and problem-solving skills, with a demonstrated ability to investigate complex issues and make informed decisions when written guidelines are not available.

Ability to manage multiple projects/tasks/assignments at one time.

Strong willingness to learn new technologies and lead change.

Knowledge and use of project portfolio/management software tools.

Knowledge of IT project planning/monitoring methodologies/processes, design, implementation, and documentation.

PreferencesEducation:

Master's Degree in Business Administration, Information Systems, or other related field preferred

Certification:

Project management certifications: Project Management Institute (PMP), Institute of Learning (APMC), International Association of Project and Program Management (CPM), American Academy of Project Managers (MPM)

Experience:

Extensive (10yrs+) relevant professional experience

Successful experience and outcomes leading a PMO

Experience supervising in a matrix organization

Documented progress in assessed project management maturity

Demonstrated success in change management

Business process analysis

Experience with Six Sigma

General InformationPosition Type and Typical Hours of Work:

Monday - Friday | 40hrs

Regular Full-time | Onsite Position

Hybrid Schedule

May be required to work more than forty hours during the workweek and/or weekends or on-call 24 hours a day to meet special projects or deadlines

Subject to performing other duties as assigned

Must live or plan to live in the Houston Texas metropolitan area
