Position DescriptionHarris County Universal Services is searching for its next innovative Chief Operating Officer to lead our 311-call center, fleet services, and Public Safety Technology operations in Houston, Texas.

Position Overview:Reporting to Harris County Universal Services Award-winning Executive Director/Chief Information Officer, the Chief Operating Officer (COO) will foster collaboration between leadership and Universal Services Employees in an effort to carry out strategic development plans and operations. The ideal candidate has strong leadership skills, is innovative in their approach to operations, and has a proven record of creating a positive effect on enterprise outcomes. In this role, the COO brings current and/or transferable skills to execute on the County’s vision of leveraging information technology in a business performance capability.

Job Duties:

Provide strategic direction, oversight for the design, development, operation, day-to-day support of Fleet, 311 and current and future Public Safety Technology needs.

Create key performance metrics (KPIs) within fleet operations and 311 information services while ensuring compliance to Universal Service's strategic objectives.

Collaborate with Executive Director/CIO to provide high-level briefings regarding ongoing operations within fleet, public safety technology and 311 activities.

Innovate ways to improve the total lifecycle support of over 400 vehicles, which includes maintenance, dispatching and uplifting.

Oversee the public safety communications infrastructure and field operations, law enforcement technologies including mobile CAD/RMS, eCitation tools, physical security technologies including access control, security video and Texas Wide Area Radio Network (TXWARN) Land Mobile Radio Network (LMRN).

Connect with other County Departments in addressing fleet and 311 service needs, while identifying service gaps, redundancies, and replication of efforts.

Create and implement the Universal Services’ customer experience roadmap, including the technology and data analytics needed to provide the customer a 360-degree view of their experience and anticipate future needs to continuously improve and exceed our commitments to Harris County.

RequirementsEducation:Bachelor’s degree in Business Administration or related field.

Experience:A minimum of ten (10) years of experience in operational management, strategic planning, or organizational transformation and execution processes.

Knowledge, Skills, and Abilities:

A customer-centric mindset and advocate for the voice of stakeholders.

Knowledge and experience in organizational effectiveness, resilience, and innovation.

Knowledge of contracting, negotiating, and change management.

Excellent written and verbal communications, and public speaking skills.

Experience in building coalitions and strategic partnerships.

Experience in metric design, managing to key performance indicators, and outcome evaluation.

Automatic Disqualification:

Convictions, probation, or deferred adjudication for any Felony, and any Class A Misdemeanor.

Convictions, probation, or deferred adjudication for a Class B Misdemeanor, if within the previous 10 years.

Open arrest for any criminal offense (Felony or Misdemeanor).

Family Violence conviction.

PreferencesPreferred Education:Master’s degree/Certified Public Accountant (CPA)/Project Management Professional.

Experience we consider a plus:

Previous experience overseeing call center operations.

Experience with software such as Fleetio and ServiceNow.

Knowledge of fleet maintenance and supply chain.

General InformationPosition Type and Typical Hours of Work:This is a regular, full-time position.Monday - Friday, 8:00 am – 5:00 pm.

Location:This position is based at 1111 Fannin, Houston, TX. 77002, but will require the employee to be comfortable driving to different sites around the Houston area based on the business need.
