JOB SUMMARY:
The Director of Housing Justice will hold a pivotal role leading all housing support programs administered by CAM in service to those who are unhoused or at-risk of homelessness. Reporting to the Vice President of Programs, this position encompasses a wide range of responsibilities, including program management, regulatory compliance, financial oversight, interdepartmental collaboration, and partnership development. In addition, the Director of Housing will provide critical thought-partnership to our growing housing advocacy efforts led by our Chief Strategy Officer, centering the voices of our clients and staff and uplifting system-change opportunities and challenges in community. Finally, the Director of Housing Justice will be instrumental in driving the expansion of CalAIM Community Supports and Enhanced Care Management, ensuring service delivery reflects best practices, a trauma responsive approach, and the power and dignity of our clients.
Primary Responsibilities
Program Management
Oversee all aspects of new and existing programs supporting the unhoused community, including street outreach and case management, and ensure programs provide the highest quality of care and service to community.
Create, implement, monitor, and report on program and department budgets with thoughtful stewardship of resources to maximize impact and comply with contract requirements.
Ensure compliance with federal, state, and local regulations governing all departments programs and services.
Drive continuous quality improvement efforts to measurably improve client outcomes and staff success. Audit and refine workflows, manuals, training content, and checklists to align with best practices.
Team Leadership and Collaboration
Directly supervise, support, and empower five staff, including Housing Based Case Managers, Community Supports Specialist, and Program Managers leading teams serving adults and transitional-aged youth through outreach and case management.
Nurture a team climate that uplifts staff successes, rallies to provide team support, inspires accountability and achievement, and prioritizes wellbeing, boundaries, and self-care.
Partner with People & Culture and Training and Development teams to grow staff skills and develop pathways for professional development and career advancement.
Collaborate with department leaders, Learning and Evaluation Team, and Operations to continuously improve internal referral processes and data collection practices.
Strategic Expansion and Partnership
Lead the successful expansion of CalAIM Community Supports work, identifying opportunities for growth and enhancement of services to improve client outcomes and fully realize MediCal reimbursement to support program sustainability.
Provide critical consultation and internal partnership in support of CalAIM Enhanced Care Management launch.
Build strong referral partnerships and agreements with Marin County health, social service, and housing organizations to improve client care coordination.
Advocacy Alignment:
Collaborate with the CAM Advocacy team to align direct services with broader advocacy efforts aimed at increasing access to safe and affordable housing in Marin County.
Provide thought partnership on strategic outreach and advocacy efforts with elected officials, community leaders, and Marin County residents to support CAM platform and regional housing justice efforts.
Represent CAM and our strategic priorities on key community groups and advisory committees.
Drive efforts to increase participation by members of the unhoused community or those with lived experience on committees and groups, advocating for power sharing and honoring of knowledge and experience.
Qualifications
Masters degree in social work, human public administration, or a related field or equivalent professional experience managing homeless services programs.
Minimum of 5 years of experience in a leadership role overseeing programs serving individuals experiencing homelessness individuals living with a mental illness and substance use disorder; knowledge of co-occurring disorders and evidence-based treatment approaches.
Deep knowledge of best practices, case management, and outreach within the unhoused community.
Significant experience in program management, including supervision of staff and budget management.
Excellent communication skills, with the ability to effectively engage with diverse stakeholders and communicate complex issues to a variety of audiences.
Ability to think strategically and creatively to address housing challenges and advocate for systemic change.
Working knowledge of Homeless Management Information System or equivalent electronic client records systems.
Knowledge of state and federal regulations relating to mental health services and substance use disorder treatment; including HIPAA, 42 CFR Part 2, and Medi-Cal insurance.
