Summary

Oversight Analysts work under limited supervision to provide oversight of Reserve Bank internal audit, business continuity, or enterprise risk management functions. Perform assigned project tasks while demonstrating increased mastery in areas of expertise and may lead projects and reviews. Share information and ideas regarding projects and work for their Project Team, Section, Division, or external stakeholders and may represent the Section or Division on group projects or task forces. Prepare and deliver communications including presentations and recommendations to others in the Section/Division and/or to external stakeholders.

Position Requirements

About the Role

Conducts routine financial, strategic, and operational risk analyses to support the Division's function for coordinating the oversight of the Federal Reserve Banks. Participates in multidisciplinary and on-site assessments of the Reserve Banks and System functions and assists in implementation of the Division's off-site monitoring and risk assessment programs.

Oversight Analysts may play many roles related to their jobs. They are responsible for a combination of the following roles:

Data Analysis

•Produce charts, graphs, and other visuals to help analyze data

•Identify relevant issues and trends and draw conclusions through analysis of quantitative and qualitative data

•Identify data that can be used to analyze policy

Examination and Supervision

•Participate in and/or lead examinations and reviews

•Support and implement supervision and/or oversight policies and programs

Policy

•Interpret and/or implement policy, regulation, and/or guidance

•Draft policy recommendations supported by logical reasoning and sound analysis

Risk Management

•Identify and analyzes emerging risks in financial institutions and markets

•Apply appropriate risk management frameworks and policies to support oversight of financial institutions

The Enterprise Risk and Assurance team advances the quality of Reserve Bank oversight by planning, coordinating, and directing the oversight program, evaluating the effectiveness of the Reserve Bank internal audit, enterprise risk management, and business continuity functions, and leading the Reserve Bank evaluation and examination letter projects. This section is also responsible for communicating the results of the Division's oversight activities to the Board and System stakeholders.

RBOPS currently requires an in-office presence of a minimum of 6 days a month.

Requirements/Qualifications

Hold a degree in accounting, finance, public policy, business administration, economics, or another related field. Master's degree desirable. Minimum experience requirements as follows to qualify for each grade level.

FR25: Bachelor's + minimum 4 years of related experience or a master's in a related field + 3 years of related experience.FR26: Bachelor's + minimum 5 years of experience or a master's in a related field + 4 years of related experience.FR27: Bachelor's + minimum 6 years of experience or a master's in a related field + 5 years of related experience.

Experience in business process, controls, and risk analysis or the ability to conduct such analyses to identify patterns, trends, or themes in financial or operational data. Strong analytical and oral and written communication skills.

Specific requirements and responsibilities for this position include:

The ideal candidate should have a strong understanding of internal control and enterprise risk frameworks. Broad understanding of Reserve Bank operations and System policies is desirable. Prior Reserve Bank experience is a plus.Demonstrated experience in applying enterprise risk management concepts and frameworks to assess risks related to business operations and projects, and conduct assessments of Reserve Bank practices related to enterprise risk management, operational resilience, and business continuity in a variety of functional areas.Prepare supporting analysis using information from multiple sources, analyzing complex problems, and applying reasoning skills to produce recommendations.Handle a range of responsibilities that include researching leading practices related to enterprise risk management and oversight, providing guidance to Division and Reserve Bank stakeholders on risk and oversight practices, and conducting reviews and assessments of financial and operational controls, business processes, risk management practices, and business continuity functions.Interact with staff and management across the Division, Board of Governors, and Reserve Banks in planning and executing oversight activities, and present guidance, findings, and recommendations to a variety of audiences.Make recommendations to division management regarding alternatives to address strategic and operational issues.E ffective project management skills and able to manage and prioritize multiple assigned responsibilities. PMP certification is desirable.Strong written and verbal communication skills are necessary as the position interacts with senior leadership at the Board and the Federal Reserve Banks.Prepare responses and reports for senior management and Board Members. Advise senior management. Represents the division on System or interagency task forces; presents the Board's position on Reserve Bank operational issues.Ability to work with other team members effectively and easily adapt to changing situations.CPA, CFA, CIA, PMP certifications are a plus.A writing sample may be requested at some point during the selection process.
