Minimum ten (10) years of experience developing and revising Federal government accounting and financial management policies and procedures. Experience shall include developing and updating policy and procedure manuals, interim documents, Standard Operating Procedures (SOPs) and user guides incorporating information provided by the client, specialists, analysts, and operations personnel as well as information provided by Department of Homeland Security (DHS) policy personnel and other Federal agencies that have authority to mandate changes to financial management policies and procedures. Knowledge of government-wide financial management policies and regulations, e.g., Treasury Financial Manuals (TFMs); Office of Management and Budget (OMB) Circulars; Federal Accounting Standards Advisory Board (FASAB) standards, technical bulletins, and technical releases. Must have and demonstrate excellent writing skills. Must understand English grammar and syntax. Must demonstrate experience working and communicating with all levels of technical and management personnel. Must have working experience using Microsoft Word. Must have experience creating flow diagrams and charts. Experience working with DHS and USCG accounting and financial management policies and procedures is not required, but is preferred.

As a Senior Consultant you will bring considerable technical expertise to deliver effective solutions to clients.

•Independently maintain day to day interactions with current and prospective clients.•Independently deliver components of client engagements.•Support contact with decision makers at clients; participate and aspects of the proposal development process; contribute to the development.

Requirements

-Clearance: Active Homeland Security Presidential Directive (HSPD)-12 qualifying background investigation clearances current at least through November 2018, OR an active Department of Defense (DoD) secret clearance, OR a completed and current Tier I (formally National Agency Check with Inquiries (NACI)) investigation

Bachelor's degree in accounting or a bachelor's degree with an active Certified Public Accountant (CPA) certification, and 2.5 years of relevant government work experience

have experience auditing federal agencies financial statements, or performing audit readiness work in the Department of Homeland Security as a government employee or contractor directly in support of an audit readiness task

Certified Government Financial Manager (CGFM) certification may be substituted for the CPA requirement.

Must have knowledge of SharePoint

Required:

•Bachelor's degree or equivalent in a relevant field.•7 years of experience providing professional services. (Advance Degree and/or Certifications can contribute towards experience requirement.•Travel as required.
