Job Description:The Nebraska Real Estate Commission, the state agency that licenses and regulates real estate agents, is seeking a Director. The Director is the executive officer responsible for the overall operation, planning, organization, and supervision of the Commission.

Duties and Responsibilities:

Oversight Responsibility:

Plan, organize, direct and supervise comprehensive services including licensing, education, complaint and audit investigations, disciplinary actions of Nebraska real estate licensees and numerous administrative functions that support the agency.

Regulatory & Enforcement Responsibilities:

Implement and enforce applicable state laws, rules and regulations, including the licensing of real estate professionals, the marketing of timeshare properties, certain subdivided lands projects, and the sale of retirement properties.

Legislative Responsibilities:

Manage legislative activities, including review and monitoring of proposed legislation, preparation of proposed legislation, and working with members of the legislature and the industry in the coordination of the introduction and passage of proposed legislation.

Financial Responsibilities:

Prepare budget, manage expenditures, including salaries and wages of employees, and coordinate budget matters with state budget officials.

Staffing Responsibilities:

Recruit and retain qualified and competent staff to fulfill the mission of the office. Supervise staff; screen employment applications; interview applicants; provide adequate training of staff; perform evaluations of staff members; oversee payroll and benefits and make final staffing decisions.

Commission Meeting Responsibilities:

Plan Commission meetings; prepare exhibits, reports and recommendations; prepare meeting agendas and coordinate meeting schedules.

Commission Relationship:

Maintain positive and supportive relationship with the Commission, its Subcommittees and its Chair; prepare reports, studies, surveys, and other data related to policy and regulatory matters; advise the Commission regularly on regulatory changes and legislative trends in other states and conduct such research and reports on issues as requested by the Commission; cooperate and assist the Chair with the full scope of discipline and licensure hearings.

Real Estate Industry relationship:

Maintain working relationship with real estate industry by being available for speaking engagements before municipal, county, and state real estate organizations; use the real estate organizations in the state as resources for information, surveys, and opinions on regulatory matters and potential legislative changes; utilize the historic cooperative relationship of the Commission, its staff, and the industry; maintain open and transparent communication of views to promote positive and beneficial exchange with industry.

Supportive Responsibilities:

Coordinate, implement and maintain appropriate and efficient technology and databases to facilitate the management of licensee files and records, the dissemination of information to and exchange of information with licensees, and the effective and efficient administration of the Nebraska Real Estate License Act.

Salary:

Established by the Commission, Commensurate with Experience and education

Requirements/QualificationsMinimum Qualifications:

Graduation from an accredited four-year college or university, preferably with a major in business management, public administration, or related field; or other training/experience deemed acceptable to the Commission.

Other:

Applicants should attach a resume (including education history, employment history for past 10 years and general history of service and activities for past 15 years) and a list of references.

Experience:

Management experience in a government regulatory field, or as a real estate broker, or as an attorney dealing with real estate law and/or real estate regulatory law is highly desirable; five years of experience in the real estate industry, in real estate law, or in a government regulatory agency preferred; government budget/fiscal responsibility would be useful; leadership in associations or organizations that impact public policy would be useful; or other training/experience deemed acceptable to the Commission.
