The Director of Legislative Affairs and Organizing is responsible for developing and implementing legislative, organizing, and electoral strategy, and public policy programs. Additionally, building and solidifying relationships with legislators in four states, working with state agencies to ensure the protection of Planned Parenthood’s interests, representing PPGP/PPGPV in pro-sexual and reproductive health coalitions and other progressive coalitions, overseeing PAC activities, and supervising External Affairs staff, interns and volunteers is all critical work. The incumbent assists in administrative duties, fundraising, and special events, and work closely with members of PPGP’s Development, Education and Communications teams. A collaborative style, strong work ethic, and enthusiasm for building bridges between staff, Board, donors and other key stakeholders are essential.

Accountabilities

Public Policy

Develops and implements PPGP’s legislative affairs strategic plans for Kansas, Missouri, Arkansas and Oklahoma and activities in coordination with other Planned Parenthood departments and/or coalition groups. Monitors local, state and federal legislative or regulatory actions that impact the delivery of services.

Directs the development of grassroots lobbying activities in the capitol, including coalition lobby days and smaller scale affiliate grassroots contacts with legislators. Maintains database of legislators’ positions on Planned Parenthood issues and their voting records.

Provides advice and direction to Planned Parenthood staff and volunteers concerning the need for direct involvement with the legislature and for testimony by affiliate staff or others on behalf of Planned Parenthood.

Lobbying

Supervises and supports lobbying staff and external partners. Stays informed of bill status, hearings, vote counts, anti-choice activity, voting records through regular updates.

Participates in lobby days and supports direct lobbying of elected officials on behalf of PPGP’s and PPGPV’s interests and on legislation that impact PPGPV’s and PPGPV’s provision of services, mission and goals.

Organizing

Directs the development and implementation organizing plans to mobilize and engage PPGP’s and PPGPV’s grassroots activists and volunteers.

Ensures PPGP’s and PPGPV’s websites, action alert pages, and all other external information is current.

Builds and maintains relationships throughout the region and develops staff to do the same.

Planning and Reporting

Assists in developing and implementing the PPGP strategic plan and manages the reporting processes external affairs programs and activities.

Facilitates weekly check-ins, monthly and quarterly calls, and bi-annual face-to-face meetings with organizers to review reports and conduct plan evaluation and training.

Assists in the facilitation of annual reporting and planning meetings/calls.

Financial Management

Assists with budget development in consultation with senior leaders.

Participates in drafting grant proposals related to public affairs projects and activities in consultation with Development and prepares relevant grant reports as required by funders.

Oversees accurate and timely reporting of all PPGPV staff time and expenses to the Finance department per IRS guidelines.

Partnership Management

Represents PPGP/PPGPV at pro-sexual and reproductive health coalition tables and on appropriate committees in all four states and nationally and keeps senior leaders and the President/CEO informed of their activities through regular updates.

Coordinates PPGP/PPGPV’s public policy, legislative, and political activities and strategies with other pro-sexual and reproductive health coalition organizations and PPFA when appropriate.

PPGPV and Electoral Duties

Develops and implements state electoral plans in consultation with PPGP’s senior leaders.

Leads PPGPV candidate recruitment efforts and works closely with other progressive coalition partners to identify pro-sexual and reproductive health candidates. Assists both partnering organizations and candidates in articulating a pro-Planned Parenthood message.

Stays abreast of current 501(c)(3) and 501(c)4 IRS and PPFA guidelines and informs other internal partners of changes.

Manages PPGPV and PPGPV PAC reporting according to legal regulations in each state.

Media and Communications Duties

Coordinates appropriate media contacts and activities with media/press in the state capitols in consultation with the Director of Communications and Marketing, and acts as PPGP/PPGPV spokesperson when appropriate.

Assists with the development and implementation of media and communications strategies in consultation with Development, Communications and Marketing, and statewide, external teams.

Assists in the preparation of written materials including correspondence, reports, talking points, and media and advocacy documents as needed and distributes them to appropriate audiences.

Education and Experience

Bachelor’s Degree (BA) in political science, communications, or business from a four-year college or university or five to seven years related experience and/or training.

2-4 years supervisory experience

Experience in legislative affairs or advocacy required, preferably for multiple states.

Demonstrated experience in mobilizing a team to accomplish challenging goals.

Media relations experience preferred.

Excellent oral and written communication skills; including the ability to present materials/position in a public forum with the ability to withstand opposition without losing composure.

Starting salary range is $92,000 - $115,000
