The NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Office of Employee Services (OES) is responsible for the agency’s human capital administration and workforce management, which includes recruitment, personnel, civil service administration, labor relations, timekeeping, payroll, leaves of absence, benefits and performance management administration, and programs for employee learning, engagement, recognition, professional development, and agency-wide events.

An excellent opportunity is available for an experienced and innovative manager to serve as an Executive Director of Workforce Management in the Office of Employee Services, with management responsibility for the daily operations of the Human Resources Management, Labor Relations, Time & Leave Administration and Payroll & Benefits Administration units.

Reporting to the Associate Commissioner for Workforce Management, the Executive Director will serve as a key member of the division's leadership team overseeing and providing management and strategic support for a broad range of daily unit operations for critical, confidential and time sensitive agencywide business operations.

The Executive Director's responsibilities include, but are not limited to the following:

Oversee and manage daily unit operations. Supervise and train staff. Monitor priorities and productivity, ensure quality control for unit operations and compliance with citywide civil service rules and guidelines, and agency policies.

Review, research and provide solutions for and serve as a subject matter expert on workforce management issues. Provide guidance to employees and management.

Manage, develop, and implement programs, projects, policies and procedures, and new initiatives. Assess existing programs, procedures, and work processes. Make recommendations and implement productivity and efficiency improvements.

Maintain confidential information and records, exercising required discretion and judgment. Research and respond to confidential and sensitive issues. Partner with division business units and hiring managers to resolve issues.

Work with oversight agencies and DOF business unit partners to facilitate and resolve workforce management issues. Serve as liaison with oversight agencies and participate in meetings on behalf of the Associate Commissioner. Serve as the primary Agency Personnel Officer (APO). Perform related responsibilities.

Prepare correspondence, reports, presentations and other communications. Develop project plans, and compile data and metrics.

Lead, mentor, and develop a high-performing team, fostering a culture of excellence and continued improvement.

Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Preferred Skills

At least 10 years supervisory experience and progressive responsibility in workforce management, human capital administration and/or operations management in city government.

Extensive knowledge of NYC employment processes and systems, City personnel rules and policies, civil service rules, collective bargaining agreements, and employment regulations.

Ability to work in a fast-paced work environment with competing priorities. Excellent organizational, critical thinking and time management skills.

Demonstrated strong leadership capability and experience making data driven decisions.

Demonstrated skills managing confidential, urgent and sensitive employee information and records.

Excellent organizational, written, verbal communication, interpersonal, and presentation skills.

Experience with NYCAPS, PMS, PRISE, CHRM, CityTime, Pi, and other related citywide workforce management systems.

Proficiency in MS Office, Word, Excel and PowerPoint.

Ability to communicate and work with employees at all levels of an organization.

Strong leadership and people management skills, with the ability to motivate and lead teams effectively.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
