The Director of Human Resources serves as the University's senior Human Resources executive and leads, manages, and directs the University's Office of Human Resources. The position is responsible for developing and executing human resource strategy in support of the overall business plan and strategic direction of the organization, specifically in the areas of talent management, change management, organizational and performance management, succession planning, training and development, benefit administration, and compensation. The Human Resources Director provides leadership in the development of contemporary customer-oriented Human Resources strategies and programs and serves as principal advisor regarding the Human Resources function by articulating HR needs and plans to the executive leadership team. This position also serves as the University’s Legal Liaison and Deputy Title IX Coordinator.

Responsibilities:

The Director provides leadership and guidance to the HR function and drives efficiency in overall HR operations, including but not limited to compensation and benefits, employment processes and policies, payroll, employee development, and business process improvement.

Leads and promotes cultural change by developing, revising, and implementing creative and necessary policies that support and drive the mission of the University.

Functions as a strategic business advisor and coach to the executive/senior management of each department regarding key organizational and management issues.

Provides a solid sense of collaboration with a wide range of campus constituents including staff at all levels, faculty, cabinet members, students, and other institutional leadership within the University of Pikeville.

The Director is responsible for staying abreast of changing Federal and State legal requirements and ensuring compliance with all regulatory requirements, employment law, UPIKE policies and procedures.

Encourages and supports diverse views and approaches, creating an environment of professionalism, respect, tolerance, civility, and acceptance toward all employees and customers.

Serves as the Legal Liaison for all university issues, including but not limited to employment law, external and internal litigation prevention & resolution, and intellectual property.

Serves as the Deputy Title IX Coordinator and ensures that faculty and staff receive appropriate training and assists with the investigation and hearing proceedings.

Manages and participates in the development and administration of the HR department’s annual budget; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approves expenditures; directs and implements adjustments, as necessary.

Perform other duties as assigned.

Relationships:

Position requires daily contact with supervisor, co-workers, and campus departments to receive reports of problems, projects, and training. These relationships are maintained through telephone, e-mail, and person-to-person contact.

Education/Skill Requirements:

Master’s degree in human resources is required.

SPHR or SHRM-SCP is preferred.

Must have at least 10 years of experience in Human Resources Executive Leadership.

Three to five years of experience in Higher Education Experience preferred.

Knowledge relating to all aspects of Strategic Human Resource Management including Recruiting, Selection and Hiring, Compensation, Benefits, Performance Management, Human Resource Information Systems, and Employee Relations and legal compliance.

Ability to organize material/facts to provide recommendations as needed. Must have the skills to work with groups to develop collaborative options, evaluate the options, and make recommendations based upon data reviewed by the group.

Ability to communicate with and influence multiple constituencies to collaboratively accomplish stated objectives of the department and the overall institution.

Demonstrable interpersonal and critical thinking skills with a proven track record of developing and maintaining effective working relationships with a wide range of employee constituents.

Well-developed organizational and analytic capabilities, including the ability to manage the details of multiple projects and priorities simultaneously, and to process information quickly.
