Job Summary/Basic FunctionsThe Director of Upward Bound coordinates and implements the Upward Bound program, including administering and managing the budget, and hiring, training, and managing all staff.

Minimum Qualifications

Education:

Masters is required in education, counseling, higher education, education administration, or another related field.

Experience:

Five years of related experience in education administration and/or counseling.

Job Duties:

25% - Provide staff supervision/development/support:

Recruitment, selection, orientation, and termination of Upward Bound staff.

Conduct in-service training and development of staff.

Supervise and evaluate staff performance.

Approve/monitor leave records of staff members.

Address personnel issues with staff members as needed.

Write recommendation letter for staff members.

Maintain professional ties with organizations concerned with disadvantaged participants for related fields.

Attend training sessions and seminars as available for on-going professional development. - (Essential)

20% - Administer and monitor program activities:

Responsible for program's organization and overseeing ongoing activities.

Direct and administer day-to-day program activities.

Coordinate long range planning.

Monitor master schedule.

Coordinate staff meetings.

Coordinate development/revisions of Upward Bound publications, including newsletters.

Monitor/assist staff in developing and coordination of project activities for workshops, open houses, speakers, post-secondary visits, career field trips, overnight camps and/or field trips, TRIO Day, academic teams, parent/guardian activities, and cultural enrichment.

Assist with participant recruitment and orientation.

Provide individual and/or group counseling to project participants, participant's parents/guardians, and out-of-school participants on an as-needed basis.

Make home visits as necessary.

Monitor participant progress.

Refer participants to appropriate community agencies as needed. - (Essential)

20% - Generate reports and maintain records:

Develop and submit proposals and reports required by the funding agency.

Develop and submit required reports to the host institution.

Ensure project files are up-to-date and in compliance with federal requirements.

Conduct/supervise program related research, studies of program effectiveness, and student follow-up.

Maintain data to generate required reports.

Develop/revise project forms for record keeping, recruitment publicity, evaluations, and the like.

Maintain up-to-date participant records that are in compliance with federal requirements with documentation of participant contacts and services noted in database and appropriate hard copy file such as in participant folders.

Complete designated database entries and review staff members' monthly entries.

Keep accurate travel records.

Develop parent newsletters for publication. - (Essential)

10% - Develop, monitor, and manage the program budget:

Plan/administer budget, approve all project expenditures, and maintain accurate financial records.

As needed, initiate fiscal changes in project with federal funding agency, with approval from the appropriate university personnel. - (Essential)

10% - Maintain client case load:

Build relationships within the target area communities, schools and partnering agencies.

Lead participant recruitment efforts in specific territory or district. - (Essential)

5% - Serve as representative to the U.S. Department of Education (funding source), Eastern Kentucky University, target school administration and target counties and complete all other duties as assigned/required to ensure program success:

Ensure project activities are in compliance with federal/university policies.

As needed, initiate programmatic changes in project with federal funding agency, with approval from the appropriate university personnel.

Issue reports/publicity regarding the project to appropriate agencies and media.

Maintain positive public relations with university offices.

Foster positive relations with school personnel and increase awareness of project scope and services among faculty members.

Establish/maintain relationships with service agencies and organizations in the target area.

Develop resources and investigate the quality of referral sources.
