SUMMARYUnder the general direction of the Vice President/Chief Human Resources Officer (VP, CHRO), the Director of HR Operations directs various HR business processes, mainly focusing on HRIS administration, compliance, EEOC reporting, and records management. This position will know HR and Payroll policies and serve as the internal subject matter expert for the Paycom system and its functional requirements.ESSENTIAL JOB FUNCTIONS:

Stay informed about relevant labor laws, compliance reporting requirements, and regulations to ensure accuracy and compliance

Provide supervision and direction to the HR Coordinator and the HR Generalist for Faculty Affairs

Manage Faculty contracts administration process

Oversees records management and employee data management processes(e.g., personnel files and other related HR compliance documents) to ensure data is accurate, secure, and consistent with policies and privacy regulations for required reporting and filings.

Ensure compliance with federal, state, and local legal requirements.

Consult with the General Counsel to ensure that the systems reflect the application of consistent laws and institute policy.

Manage the processing of employee actions and terminations in Paycom.

Annually update CUPA, IPEDS, and AICAD compensation surveys.

Oversee the HR operations budget, including tracking spending and signing expenses/invoices where applicable.

Collaborate with Information Technology and liaise with Paycom to design/modify the system for process improvement.

Develop standard operating procedures and execute strategies to standardize HR operations, streamline workflows, and eliminate bottlenecks.

Maintain and improve the Institutes HRIS as needed, including managing input in the Paycom HRIS. Generate reports as required.

Review HR business processes to ensure they are correct and consistent with business practices to support Payroll processing.

Partner with HR leaders and stakeholders to proactively address operational challenges and identify improvements to enhance overall effectiveness.

Collaborate with HR staff to oversee the internal operational calendar and HR website, plan and execute various events (e.g., AWS, Salary Increase Process), and communicate with the Institute about operational events.

Recommend and implement personnel policies and procedures.

Collaborate with Legal Counsel and Director of ER & Development to maintain and update staff and faculty handbooks and compliance training as required.

Represent CalArts during unemployment claim hearings, manage the employer's response to unemployment claims, and strive to reduce unnecessary claims.

Foster a culture of engagement and productivity.

Promote teamwork and quality service through daily communication and coordination with other departments.

Maintain the confidentiality of all personnel-related matters.

Provides support to other areas of HR and other assignments as needed.

EDUCATION:

A bachelors degree and a minimum of 5-7 years of progressive experience in a variety of functional HR areas, including payroll, compliance, HRIS, laws, and regulations, coupled with demonstrated strong business acumen, are required.

HR certification (e.g., SHRM, HRCI, PHR/SPHR) is preferred.

EXPERIENCE:

Extensive experience with Human resources operations, technology, and HRIS systems. (Paycom is a plus).

Knowledge and practical experience in federal/state labor laws and regulations

Demonstrated experience and supervisory skills

Commitment to sustaining and developing a customer service-oriented team and fostering an inclusive working and learning environment.

Experience in higher education preferred.

Must have experience managing confidentiality and sensitive and complex matters with discretion.
