BUSINESS SERVICES MANAGER, SENIOR

(FACILITIES OPERATIONS MANAGER)

In addition to performance-based merit increases, this position is scheduled to receive salary range increase on the following date:

Effective June 27, 2025 - 4.00% increase

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

This recruitment is County Promotional and is only open to current County of Orange employees; and will remain open on a continuous basis for a minimum of ten (10) business days, until the needs of the Department are met. Qualified applicants are encouraged to apply immediately.

RECRUITMENT/POSITION INFORMATIONThis recruitment is being held to establish a County Promotional Eligible list to fill vacancies in this class until the next recruitment. The current vacancies are within the Orange County Sheriff's Department - Research and Development Division; however, the eligible list may also be used by other County of Orange agencies or departments to fill their vacancies.

THE OPPORTUNITYThe Facilities Operations Manager reports directly to the Director of Research & Development Division and provides the necessary control and technical expertise in facilities management necessary to ensure that planning, organizing, and execution of the building operations and maintenance services for Sheriff's buildings and facilities is accomplished in compliance with CCR Title 15, Title 24. The Facilities Operations Manager is also responsible to the Director of the Research and Development Division for the development, implementation, and execution of the safety and injury prevention program for the Division.

THE DIVISION The Research and Development Division (R&D) supports the department's mission by developing and maximizing resources necessary to advance law enforcement objectives and department goals through cost effective, innovative opportunities and partnerships. The division facilitates department-wide construction and maintenance for sheriff's facilities, manages fleet vehicles, provides grant writing and assistance, procures available state and federal equipment, inventories and issues department equipment, processes uniform needs and conducts research and special projects without compromise to quality, safety or service.

FACILITIES OPERATIONSThe Facilities Operations section guides the department's facility management program and provides facility maintenance, regulatory compliance management, and facility maintenance contract management to support the Sheriff's Department's 59 facilities. The primary mission of Facilities Operations is to perform the essential maintenance and repair services necessary to keep the Sheriff's facilities operational and in compliance with legal requirements set forth in various administrative codes. Facilities Operations supports the department's mission by maintaining and enhancing buildings, grounds and the physical infrastructure in a cost-effective, safe and environmentally responsible manner.

POSITION INFORMATION:Directs and oversees all maintenance, plant operations, and compliance facets of the department's facility management program.Directs and oversees the use and development of the dedicated Computerized Maintenance Management System (CMMS) to manage physical plant asset care and related costs for all Sheriff-Coroner buildings and facilities, and to continuously improve the overall physical plant maintenance program.Establishes major work programs such as maintenance engineering and regulatory compliance, preplanned maintenance and overhaul, and preventive maintenance.Evaluates cost benefits of performing maintenance and repair services in-house versus contracting out.Performs long range facility planning to define future Department maintenance and service needs.Prepares the annual maintenance budget, Strategic Financial Plan entries for high-value maintenance projects, and 5-year Maintenance Repair Plan (MRP).Directs and oversees purchasing transactions made by the Section to ensure compliance with County policy and Department regulations and is accountable for the execution of the annual Facilities Operations Section budget in excess of $10 million.Directs and oversees contract and contract services required for specialized maintenance and repair requirements.Directs and oversees all facets of maintenance and repair including staffing, budgeting and performance measures.DESIRABLE QUALIFICATIONSIn Addition, the ideal candidate should demonstrate the following key competencies:

Technical KnowledgeThorough knowledge of the principles of maintenance engineering, plant operations, building systems, and building construction/maintenance practices; uniform building codes, Cal-OSHA building construction regulations, ADA, CEQA/NEPA and other pertinent safety rules and regulations; contract and procurement processes, scope of work and contract specification for maintenance and repair services; contract administration in public works buildings and extensive knowledge of facilities maintenance best practices and methodologies, etc.

Problem Solving and AnalysisThorough problem solving and analytical skills built on technical knowledge and the application of analytical methods to support decision-making that benefits the department's physical plants and prevents downtime for critical department operations.

MINIMUM QUALIFICATIONSEducation and ExperienceOne (1) year of experience as a Business Services Manager or two (2) years of experience as a Business Services Administrator or its equivalent with the County of Orange.

Or

Five (5) years of professional business services experience related to assignment; must include two (2) years of lead/supervisory experience.

A Bachelor's degree in accounting, finance, human resources, business, public administration, healthcare administration or related field may substitute for one (1) years of the required experience.

A Master's degree in accounting, finance, human resources, business, public administration, healthcare administration or related field may substitute for two (2) years of the required experience.

License/Certification

For some positions, possession of a valid California Driver's license, Class C or higher may be required by date of appointment.

For some positions, valid certifications, certificates or professional licenses in relevant areas may be required by date of appointment.
