JOB SUMMARYPerforms skilled field inspection and code enforcement work in securing compliance with County environmental codes and ordinances. Duties include inspecting properties, preparing reports of findings, and the preparation of appropriate correspondence and notices to involved parties and providing testimony.

ESSENTIAL JOB FUNCTIONSAssists other County departments and the general public with questions or concerns regarding environmental regulations and landscaping requirements.Reviews site plans and architectural design documents for compliance with current landscaping, trees, environmental codes, and regulations and assists local landscape architects with necessary modifications.Conducts inspections and surveys of residential and commercial structures to determine compliance with applicable codes, regulations, and ordinances and approved site plans.Intakes and investigates complaints regarding violations: reviews validity of complaint; and conducts field inspections if warranted.Issues citations, stop work orders, or violation orders if appropriate: schedules routine and follow-up inspections; maintains related records and reports; and refers findings to other departments/agencies as necessary.Prepares investigative case packages and exhibits and presents cases at hearing or testifies in a court of law.Interprets codes to contractors, property owners, and citizens; provides technical advice regarding corrective actions.Conducts field surveys of proposed development sites to verify presence/absence of protected species, flora, and fauna.Maintains daily and monthly activity logs and year-end statistical data.Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.Education and Experience:High school diploma or equivalent.Three (3) years of experience in code enforcement and inspection.Licenses and/or Certificates:Must maintain a valid driver’s license.Must possess and maintain Level I certification through the Florida Association of Code Enforcement (F.A.C.E.).Knowledge and Skills:Knowledge of departmental policies, plans, and procedures.Knowledge of modern office practices, plans, and procedures.Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications.Knowledge of County’s Zoning Ordinance regulations, International Property Maintenance Code, and Charlotte County Building Code.Knowledge of land development regulations, including the Charlotte County Unified Development Code.Knowledge of legal procedures as they relate to code enforcement.Knowledge of Chapter 162 Florida Statutes.Knowledge of local commercial regulations and codes.Knowledge of Florida’s native ecosystems, flora, and fauna.Skill in the use of digital photography.Skill in effective communication, both orally and in writing.Skill in prioritizing and organizing work.Skill in the use of standard office equipment, such as a computer, multi-line telephone system, scanner, fax machine, and copier.Ability to maintain accurate records and reports.Ability to exercise judgment and discretion in applying and interpreting department rules, regulations, policies, and procedures.Ability to ascertain priorities and meet deadlines and objectives.Ability to read and interpret zoning plats.Ability to operate a motor vehicle.Ability to interpret and use aerial photography, GIS, road maps, etc.Ability to provide internal/external guidance and customer assistance via all forms of communication.Ability to use computers for data entry, word processing, and/or accounting purposes.Ability to author reports, business correspondence, and procedure manuals.Ability to establish and maintain effective working relationships with managers, service providers, other employees, and the general public.PHYSICAL DEMANDSStooping, crouching, walking, pulling, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pushing, talking, standing, climbing, finger movement, repetitive motions, depth perception. Frequently lifting up to 25 pounds and occasionally up to 50 pounds.WORK ENVIRONMENTWork is performed in a relatively safe and secure work environment.
