Financial Planning Manager

who effectively manages and oversees the fiscal execution of a project portfolio including but not limited to grants administration and compliance, cash reporting, revenue collection, loss control and insurance, indirect cost analysis, and development of financial policies and procedures. This position will be in support of the Global Infectious Diseases Research Portfolio.The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic, and government clients by administering, managing, and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.Responsibilities

Lead the development and administration of budgets including budget versus actuals analysis and fiscal projections. (40%)Monitor and review grant and contract activities to ensure compliance with federal requirements. Develop or modify financial policies and guidelines. Review and update journal vouchers, cash receipts, and other financial transactions. (25%)Examine and review clinical trials and other private awards to ensure the timely billing and collection of funds. Develop procedures to properly maintain and monitor such awards. (20%)Assist in the management and oversight of the Foundation's loss control and insurance program. Evaluate and monitor medical malpractice, property, and general liability risks to the Foundation. (5%)Assist the Director of Finance in developing policies and strategy to top management personnel on all facets of grant and contract research administration. (5%)Supervise the area responsible for the daily deposit and posting of cash receipts, recording of contributions, electronic drawdown requests, reconciliation of cash receipts, and maintenance of daily cash receipt logs. (5%)Perform other duties and responsibilities as assigned or directed by the supervisor, which may include attendance of and participation in required training for the role.Supervisory Responsibilities

Direct Supervisor, with direct authority to make decisions on employee hiring, disciplinary action, starting salaries, and merit increases.Conduct employee performance evaluations and direct work activities.Qualifications

Education and Experience

Bachelor's Degree in Accounting, Finance, Business Administration, or related field. Master's Degree preferred.Minimum of 6-8 years of experience required.Required Knowledge, Skills, and Abilities

Strong financial analysis skills are required.Knowledge of grants administration, fund accounting, and OMB Circulars (2 CFR 200).Strong analytical and communication skills.Strong initiative, sound judgment, and discretion.Ability to communicate with all levels of people.Strong attention to detail.Expert with Microsoft Excel.Work Environment

This position will take place primarily in an office setting.Some HJF employees are required to be fully vaccinated against COVID-19.
