The Development Department is responsible for the creation, implementation, monitoring/evaluation of development proposals/plans for mixed-income and public housing sites with the goal to create vibrant, complete communities and new housing opportunities for public housing residents. Activities carried out by this Department include preservation of affordable housing, development of mixed income communities, family development improvements, market-quality affordable senior housing, and the acquisition/disposition of real estate assets.
The Senior Development Manager is central to the success of CHA’s development work. The Senior Development Manager takes primary responsibility for coordinating the implementation of complicated, multi-phased community development plans in compliance with city, state and federal policies and in accordance with finance, land use, environmental and transportation best practices. This includes but is not limited to managing mixed finance developments and coordinating the comprehensive revitalization of CHA development areas including residential, commercial, institutional, recreational and educational development. The Senior Development Manager is also responsible for providing guidance to Development Managers.
The Senior Development Manager will report to the Director of Development or Deputy Chief and will work collaboratively with other CHA departments, other government agencies and stakeholders to define, refine and meet Department objectives.
DUTIES AND RESPONSIBILITIES
Coordinates the implementation of complicated, multi-phased community development plans and comprehensive revitalization efforts in compliance with city, state and federal policies and in accordance with finance, land use, environmental and transportation best practices. These activities may vary and could include residential, commercial, institutional, recreational, and educational development.
Manages the development process including schedule, focused on achieving milestones as articulated and unit delivery goals in a timely manner.
Keeps executive management informed at all times of progress in achieving milestones and unit delivery goals. Identifies and consults with leadership team policy matters that impact Development.
Leads meetings and communication in order to collaborate with other departments and agencies throughout the development process – sharing expertise as well as soliciting that of others leading the efforts to keep development projects moving forward. Documents best practices for such collaboration.
Identifies, advocates and organizes team to pursue strategic opportunities for CHA.
Manages the business relationships between CHA and various development teams. Manages development-specific coordination activities with the City.
Initiates engagements with numerous City Departments, Chicago Public Schools and the Chicago Park District, as required.
Manages and, where needed, leads communication and meetings with residents and community representatives through the Local Advisory Council, Working Groups, and Neighborhood/community meetings.
Engages CHA Resident Services, Property Asset Management, Legal, Procurement and Finance during the development and leads closing process including the production of evidentiary or other documents for HUD processing.
Coordinates with Resident Services and Property Asset Management for efficient CHA unit delivery, leasing and occupancy. Documents process for future compliance. Effectively translates Resident Services and Property Asset Management concerns to the development team to ensure a comprehensive CHA strategy.
Presents to community residents/representatives, City departments, HUD, other governmental agencies, and other groups, as required. Provides guidance and tools to teammates as they grow in their community presentation skills.
Leads planning process for future housing. Writes and coordinates solicitations for development proposals via RFP or RFQ process with Procurement and leads the review process, as required.
Assesses developer proposals submitted by private and public agencies for conformity with current CHA objectives.
Trains others and coordinates the development and operating budget underwriting and analysis; deal structuring; preparation and review of HUD evidentiary financing documents including loan agreements; reviews and approves the closing draw package; and processes predevelopment and construction loan disbursements.
Coordinates and trains CHA staff for monthly construction site inspections and draw meetings in order to document and resolve issues related to construction.
Provides training, tools and reporting tools to teammates in their work with other development teams.
Performs other duties, as assigned, consistent with the goals and objectives of this position.
A minimum of a Bachelor's Degree in Political Science, Architecture, Urban Planning, Engineering, Accounting, Business Administration or related field is required. Seven (7) or more years' experience in private business, government environment or not for-profit community development with a strong emphasis on comprehensive, multi-phased development of affordable residential properties. A Master's Degree in City Planning and Urban Development, Public Policy, Business Administration or directly related degree is desirable. A combination of experience and education may be considered in lieu of required degree. Experience with public housing funding, tax increment financing, HOME funds, bond proceeds and other federal/state funding opportunities is preferred. Experience with underwriting and structuring real estate development projects, negotiating operating agreements, sources and uses and capital stacks is preferred. Demonstrated interest in management, team leadership and experience with mixed-use development is preferred. Ability to explain highly complex and involved processes in a manner that can be understood by the general public. Ability to lead/mentor team members and provide training. Ability to think and communicate analytically and consequentially. Ability to exercise sound judgment, anticipate challenges and respond appropriately to both supervisors and other teammates. Ability to prioritize and handle multiple tasks and deadlines. Ability to complete projects on time and set deadlines. Excellent written, verbal and interpersonal communication skills. Ability to manage diverse stakeholder groups. Excellent human relation skills, and solid computer skills. Ability to work extended work hours and travel throughout the City of Chicago.
