Job DescriptionJob Description - Accountant IV (240007G3)DescriptionAbout the Organization:The Division of Insurance ("DOI"), an Agency within the Office of Consumer Affairs and Business Regulation ("OCABR"), administers the Commonwealth’s insurance consumer protection laws through its regulation of the insurance industry. The primary mission of the Division is to monitor the solvency of its licensees in order to promote a healthy, responsive and willing marketplace for consumers who purchase insurance products. We strive to reflect diversity in all facets and levels of our agency.About The RoleThe Accountant IV examines accounting data, prepares financial statements and reports, maintains accounting records and performs related work as required.Duties and Responsibilities : (these duties are a general summary and not all inclusive)Confer with agency personnel including department revenue coordinators, and outside entities including OCA/ASU, Bank of America, National Insurance Producer Registry (NIPR) and the NAIC by telephone, in email or in person to resolve accounting discrepancies and/or obtain statistical data and documentation for various reports and/or projects.Prepare financial statements and reports and maintain agency accounts and records such as cash receipt registers, budgetary control, etc. to reflect financial status.Prepare agency daily deposit by collecting cash, checks, and lockbox statements, adding total and preparing cash receipt form.Reconcile financial documents, records, transactions and statements to ensure they conform with established CTR standards.Process requests for electronic refunds to the EFT-ACH vendor.Review agency accounting procedures to ensure they conform with established reporting requirements.Provide technical assistance to employees, licensees, state agencies, and the general public, to ensure compliance with agency laws, rules, regulations and protocols.Perform related duties such as preparing receipt vouchers; attending staff meetings and training sessions; responding to inquiries regarding assigned agency functions; reviewing and/or approving refund payments; and conferring with others concerning accounting-related matters.Determine scope and format for year-end cash audit performed by the Office of the State Auditor.Review accounting procedures, reports, etc. to ensure accuracy and to check for necessary updates and corrections. Recommends changes or improvements in agency accounting procedures or operations.Review reports or trends in major programs to determine their effect on spending.Maintain various Excel spreadsheets to log cashbook, revenue receipt, refunds, and other accounting functions.Preferred Knowledge, Skills, And AbilitiesKnowledge of the Commonwealth’s budgeting and allotment process.Knowledge of the Commonwealth’s expenditure classification system.Knowledge of the Commonwealth’s State Finance Law.Demonstrated proficiency in using MMARS and the CIW.Demonstrated proficiency creating reports, tracking sheets, and manipulating data using Microsoft Excel.Ability to write about and to explain assigned duties to staff at all levels, in order to formulate a DOI Accounting Procedures Manual.Minimum Entrance Requirements:Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) two years must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.SubstitutionsI. An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.II. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.III.
