Reporting to the Chief Financial Officer, the Human Resources Director is responsible for developing and implementing programs and services to meet the human resource, fringe benefit and payroll needs of the College. responsible for creating and implementing HR policies and activities of the organization.

Characteristic Duties and Responsibilities:

Leads a team of HR professionals, representing the HR department in the company's leadership team, and overseeing all employee-related initiatives.

Directs and oversees the management of the Human Resources and Payroll office, ensuring that all services are effective, cohesive, and consistent with the needs and objectives of the College as a whole.

Designs, establishes, and maintains an organizational structure and staffing to effectively accomplish institution goals and objectives; oversees recruitment, training, supervision, and evaluation of Human Resources and Payroll staff.

Oversees the College's staff recruitment and employment processes through an HR generalist who report to this position.

Provides direction for staff wage and salary programs; ensures regulatory compliance and competitive salary levels necessary to attract and retain qualified staff.

Directs the administration of insurance, retirement, and other benefits programs; evaluates and develops recommendations for improvements to benefit programs.

Responsible for ensuring that compensation, benefit and general record keeping systems are applied accurately, legally, efficiently and timely, as well as assisting with new hire forecasting, succession planning, and individual career development.

Provides interpretation and consistent application of personnel policies, and for resolving problems with compensation, benefits and other matters related to employment.

Provides direction and oversight in the development and implementation of employee relations strategies and programs designed to minimize and mediate workplace disputes, and to foster a positive and productive work environment.

Evaluates departmental procedures to streamline and/or automate processes, improve customer service, reduce paper-flow, and improve human resources data management; plans and implements changes as required.

Oversees performance management by providing systems for supervisors to evaluate employee performance and proactively partnering to resolve performance or behavior issues.

Develops and implements EPA and OSHA safety programs; advises the campus community regarding safety protocols and procedures to ensure regulatory compliance as mandated by local, state, and federal agencies

Provides training and development opportunities by assessing and meeting skill and behavior improvement needs for individuals and workgroups.

Develops and manages annual budgets for the department.

Performs miscellaneous job-related duties as assigned.

Advises the College community on appropriate employment risk management policies, procedures, and issues of safety.

Credentials and Experience:

Bachelor's degree

HRCI - PHR/SPHR and/or SHRM - CP/SCP certification preferred.

A minimum of 7 years of progressively responsible experience directly related to the duties and responsibilities specified.

Experience planning, organizing, and prioritizing multiple tasks and projects simultaneously with frequent interruptions is required.
