System Administrator for Clarity Project Portfolio Management (Senior Management Systems Analyst)

on our Financial Data & Reporting team within the Finance and Administration Division. This key team member will support departmental reporting needs as we continue to develop and expand our data analysis and reporting efforts with Clarity’s Project Portfolio Management System (PPM). This position reports to the Financial Data and Reporting Supervisor and will act independently and as part of a team, administering PPM to meet business needs and improve SDOT's financial reporting abilities. This senior analyst will also support policy, process, and system improvements by leveraging technological solutions. The position involves working across the entire organization, as well as collaborating with staff from other departments within the City. Come help keep Seattle moving! Clarity PPM was implemented as a software-as-a-service (SAAS) solution for SDOT beginning in October 2020. The System Administrator of PPM does the following:Maintains, updates, and improves PPM to meet SDOT’s business needs: fixes issues; creates new objects, portlets, processes, reports, etc.Provides data analyses by gathering, merging, transforming, and analyzing data to ensure that PPM data is reliable, robust, accurate, and transparent.Studies and analyzes a variety of informational, operational and management problems to determine program and system needs; recommend solutions to meet those needs. Designs and documents system process data flow.Collaborates with PPM users to develop, improve, standardize, and document business processes; organizes and leads meetings with Finance staff and business partners to determine business requirements and solutions. Leads system user groups in the design, development, implementation, and modification of systems. Records, disseminates, and follows up on the outcome of decisions.Coordinates project plans or data processing activities with other divisions, other City departments or vendors to ensure functions and systems design, modification and implementation requirements meet the needs of user.Acts as project manager over systems design, development and implementation projects involving considerable scope, complexity and long-term commitments.Works effectively in a team. Develops solid working relationships and communicates clearly, both in written and verbal forms, with technical staff as well as business partners.Works independently, takes initiative, and utilizes good judgment in assessing and pursuing priorities.Supports department goals in promoting diversity and social justice in keeping with the City’s Race and Social Justice Initiative.Minimum Qualifications:Education:Bachelor's Degree in public administration, finance, computer science, or related field.Experience:Three (3) years of experience with financial systems, operations, procedures, research or analysis.OR:

An equivalent combination of education and experience that demonstrates the ability to perform the position duties.Though not requirements, strong candidates will have some of the following experience or are able to describe comparable experience:Knowledge of the Clarity Project Portfolio Management (PPM) system. Knowledge of PPM includes the ability to configure and program PPM to meet needs that are not standard to PPM.Experience modifying and writing processes using gel scripting and non-Structured Query Language. Ability to understand business needs, take initiative in anticipating and detecting problems, and develop solutions while using sound judgement.Knowledge of budget, accounting, finance, project management, portfolio management, and reporting systems such as the City’s PeopleSoft financial system or other enterprise systems. Ability to juggle competing priorities, respond to unanticipated requests, and meet tight deadlines, while maintaining excellent accuracy, attention to detail, and a collaborative attitude.Experience manipulating and presenting data, such as intermediate to advanced proficiency in Microsoft Excel (including the use of pivot tables, v-lookups, slicers, and VBA), experience with Microsoft Access or other database software (including developing queries), Microsoft Power BI, Tableau, Jaspersoft, python.Ability to synthesize data, make connections, and innovate. Ability to work both at detail level and from a high-level perspective.

The full salary range for this position is $52.20 - $60.83 hourly.
