Transportation Planner I / II

Description of Duties

The Transportation Planner I/II supports AML’s mission with the following responsibilities:

As the Transportation Planner I/II, under the direction of the Director of Planning and Senior Transportation Planner, you will provide transportation planning services and support to AML membership and projects. In this role you will work with communities and stakeholders in the development and execution of transportation planning processes, development of plans, working with communities and stakeholders, as well as coordinating with consultants and vendors. Working with the Director and Senior Transportation Planner, you will assist in the creation of comprehensive transportation plans which incorporate consideration of existing physical characteristics, population trends, goods movement, growth potential, service level, costs, environmental, social, and economic factors, while balancing the need and desire from communities for a rapid planning process that unlocks opportunities in the way of capital investment and discretionary grants.

Key Roles and Activities:

Assist with and/or implement planning projects for members and AML.

Assist in the development and implementation of planning processes.

Provide consultation and transportation planning, knowledge sharing, and navigation of Federal and State of Alaska rules and regulations pertinent to the planning process.

Provide training on transportation planning processes and other capacity building initiatives, including content generation relying on multiple methods for learning.

Collaborate with a variety of agencies and stakeholders with varied interests to facilitate and negotiate solutions that result in successful implementation of federally or state-funded transportation programs and plans.

Support AML, members, and partners’ efforts in facilitating statewide, regional, and community outreach and engagement efforts related to transportation infrastructure planning, evaluation and implementation.

Provide project management guidance and assistance for members and partners engaged in infrastructure development projects.

Assist members and partners in stakeholder engagement planning and activities that further their ability to plan for, develop, and upgrade a community’s infrastructure systems.

Collaborate with individual local governments to understand community priorities, research related funding opportunities, and support grant writing efforts.

Support grant writing efforts of AML, local governments and state agencies; including project development, merit criteria analysis, and stakeholder engagement components, in order to obtain infrastructure funding, as well as infrastructure system and operations upgrades and improvements.

Provide member and program support as requested.

Knowledge, Skills & Abilities:

Transportation Planning Assistant

(Planner I)

requires:

Communication:

Communicates with AML staff and members to coordinate all phases of assigned projects. Works with contractors on assigned projects to ensure work is being performed as required and/or as specified in contractual agreements. Works with federal, state, and local agencies to ensure that all regulatory requirements are met on assigned projects. Provides informational presentations to AML staff, members, stakeholders and interested community groups as needed.

Clerical Competence:

Demonstrates knowledge that has been acquired through training or on-the-job experience; works with, understands, and evaluates clerical and administrative information related to the job and can communicate those requirements to peers, colleagues, and stakeholders.

Customer Service:

Provides excellent customer service to all stakeholders, members, partners, colleagues, and peers.

Decision Support:

Makes sound, well-informed, and objective recommendations; perceives the impact and implications of decisions; commits to an unbiased and action-oriented recommendation even in uncertain situations, to achieve organizational goals and positive change.

Junior Transportation Planner

(Planner II)

requires:

Multimodal & Intermodal Transportation Planning:

Knowledge of principles and methods for moving people or goods by air, rail, sea, or road, including costs and limits related to the planning processes. Demonstrates an understanding of the complexity of multi-modal systems and intermodal connectors and gaps and the effect they have on the overall system, particularly in Alaska.

Regional, Community, and Urban Planning:

Knowledge of the theories, principles, practices, and processes involved in planning, including community & socioeconomic development, resiliency and hazard mitigation, safety, equity, zoning & land use, platting, utilities, etc.

Technical Competence:

Demonstration of knowledge that has been acquired through formal training or extensive on-the-job experience; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

Project Management:

Knowledge and history of using project management processes and protocols. Has experience managing projects as part of a project team or project manager including evaluation and monitoring of scope, schedule and budget.

Desired Qualifications:

Transportation Planning Assistant

(Planner I)

requires:

Education: High School diploma. Associates or higher degree preferred.

Experience: 2 years working in a field or job that provided experience in working with customers and stakeholders, coordinating activities and people, providing clerical support, managing and completing tasks, etc.

Alaska experience is preferred.

Junior Transportation Planner

(Planner II)

requires:

Education: Associate degree. Bachelor’s degree preferred.

Experience: 2 years working in a planning department or unit that provided for transportation planning, and directly involved in the development of plans and execution of the planning process in Alaska.

Physical, Mental and Environmental Conditions of the Position:

Physical:

This position performs work in an office environment, which frequently requires sitting, standing, reading, holding/handling objects; hearing conversations/sounds, using fine finger movements, and seeing close work (e.g. typed print). It occasionally requires lifting up to 20lbs. This position will require travel to remote communities, where physical conditions require utilizing local transportation and lodging, and that may be more demanding.

Mental:

This position requires mental functioning associated with a professional level position including the frequent need to read and comprehend information; write; perform calculations; reason and analyze; multi-task; work cooperatively with others; direct, control and plan; perform under constant/changing deadlines; influence people; manage confidential information; and comprehend and follow instructions; and manage and lead the work of others. The position occasionally makes presentations at conferences or meetings.

Environmental:

This position works in a standard office environment. Travel, at times to remote locations, may be required.

Travel:

Occasional travel may be necessary for this position, as projects will be located around the State of Alaska.

Compensation Band:

The Planner I position is placed in Band 1 – Program Support, with a salary of between $55,000 and $79,200, depending on background and experience. This position is eligible for overtime.

The Planner II position is placed in Band 2 – Program Coordination, with a salary of between $65,000 and $93,600, depending on background and experience. This position is eligible for overtime.
