As the Senior Transportation Planner, under the direction of the Director of Planning, you will administer AML’s transportation planning program. This individual plans, directs, coordinates, and evaluates the work of junior planners and other staff responsible for developing transportation plans and planning processes or products, including consultants and partners engaged in the planning process. The Senior Transportation Planner will seek to create comprehensive transportation plans to support our members which incorporate consideration of existing physical characteristics, population trends, goods movement, growth potential, service level, costs, environmental, social, and economic factors, while balancing the need and desire from communities for a rapid planning process that unlocks opportunities in the way of capital investment and discretionary grants.Key Roles and Activities:Responsible for researching and delivering final recommendations for regional or community plans which may determine the ideal future modes of transportation services to or within an area, including highway, air, marine, transit services, and railroads or a combination thereof. These studies will provide direction for future capital expenditures for transportation within the region or community.Oversee, manage, and implement planning projects for members and AML.Serve as a key AML team member in understanding and comporting with the transportation planning process across multiple disciplines including federal, state, and local.Review and provide concurrence on all plan sets and collaborate on planning processes to be used in project development and delivery.Provide consultation and transportation planning knowledge sharing, including navigation of Federal and State rules and regulations pertinent to the planning process.Provide training on transportation planning processes and other capacity building initiatives, including content generation and multiple methods for learning.Collaborate with a variety of agencies and stakeholders with varied interests to facilitate and negotiate solutions that result in successful implementation of federally or state-funded transportation programs and plans.Support AML members and partners’ efforts in facilitating statewide, regional, and community outreach and engagement efforts related to transportation infrastructure planning, evaluation and implementation.Provide project management guidance and assistance for members engaged in infrastructure development projects.Collaborate with individual local governments to better understand community priorities, research related funding opportunities, and support grant writing efforts.Support grant writing efforts of AML, local governments and state agencies; including project development, merit criteria analysis, and stakeholder engagement components, in order to obtain infrastructure funding, development and upgrade the infrastructure systems, and improve their ongoing operations.Provide member and program support as requested.Knowledge, Skills & Abilities:Multimodal & Intermodal Transportation Planning:

Knowledge of principles and methods for moving people or goods by air, rail, sea, or road, including costs and limits and the planning processes unique to the industry. Demonstrates understanding of the complexity of multi-modal systems and intermodal connectors, gaps, and the effect they have on the overall system particularly in Alaska.Transportation Law & Regulations:

Knowledge of the federal and State of Alaska statutes, regulations, guidelines, and community codes that affect the transportation planning process, including inputs, deliverables, and outcomes.Regional, Community, and Urban Planning:

Knowledge of the theories, principles, practices, and processes involved in planning including but not limited to community & socioeconomic development, resiliency and hazard mitigation, safety, equity, zoning & land use, platting, utilities, etc.Land Use:

Demonstrates knowledge of the principles and practices in land use, Euclidean zoning and other zoning practices, as well as their direct or peripheral effect on transportation systems.Communication:

Communicates with AML staff and members for the purpose of coordinating all phases of assigned projects. Works with contractors on assigned projects to ensure work is being performed as required and/or as specified in contractual agreements. Works with federal, state, and local agencies to ensure that all regulatory requirements are met on assigned projects. Provides informational presentations to AML staff, members, stakeholders and interested community groups as needed.Decision Support:

Makes sound, well-informed, and objective recommendations; perceives the impact and implications of decisions; commits to an unbiased and action-oriented recommendation even in uncertain situations, to accomplish organizational goals; causes change.Technical Competence:

Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one’s job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.Project Management:

Knowledge and history of using project management processes and protocols. Has experience managing projects in rural and urban Alaska communities, as part of a project team or project manager including evaluation and monitoring of scope, schedule and budget.Desired Qualifications:Education: Bachelor’s degree. A degree in regional planning, urban planning, planning, or related disciplines preferred. Alaska experience is preferred.Required Experience:3 years working in a planning department or unit that provided for transportation planning, and direct involvement in the development of plans and execution of the planning process.Physical, Mental and Environmental Conditions of the Position:Physical:

This position performs work in an office environment, which frequently requires sitting, standing, reading, holding/handling objects; hearing conversations/sounds, using fine finger movements, and seeing close work (e.g. typed print). It occasionally requires lifting up to 20lbs. This position will require travel to remote communities, where physical conditions require utilizing local transportation and lodging, and that may be more demanding.Mental:

This position requires mental functioning associated with a professional level position including the frequent need to read and comprehend information; write; perform calculations; reason and analyze; multi-task; work cooperatively with others; direct, control and plan; perform under constant/changing deadlines; influence people; manage confidential information; and comprehend and follow instructions; and manage and lead the work of others. The position occasionally makes presentations at conferences or meetings.Environmental:

This position works in a standard office environment. Travel, at times to remote locations, may be required.Travel:

Occasional travel may be necessary for this position, as projects will be located around the State of Alaska.Compensation Band:This position is placed in Band 3 – Program Management, with a salary between $81,000 and $116,400, depending on experience.
