Performs intermediate skilled technical work enforcing statutory laws and ordinances pertaining to solid waste disposal, various environmental codes, waste screening, responding to and investigating complaints, maintaining records, preparing reports, and related work as apparent or assigned. Work is performed under the limited supervision of the Deputy Public Works Director.

Position is scheduled to work on average 20 hours each week, Monday-Friday.Essential Functions:Receives, processes, investigates, and resolves complaints regarding possible violations of the County Solid Waste Ordinance, and environmental codes.Investigates and documents complaints regarding alleged violations; patrols the County for additional violations; inspects properties for solid waste violations. Monitors collection sites and landfill for violations.Enforces Solid Waste Ordinance by written communication, phone, or in person.Issues solid waste violation notices and citations; notifies property owners and tenants regarding ordinance violations; completes reports on investigations and complaints.Utilizes computer software to maintain detailed records of complaints, investigations, inspections, pictures, letters, and other documents pertaining to each code case; creates, maintains, schedules, records, and updates case in system.Performs reinspection to ensure violations have been corrected.Prepares cases for code enforcement hearings and court proceedings, attends court sessions, and presents effective testimony.Works with other staff and/or departments to remedy justified complaints.Educates the public concerning ordinance and enforcement regulations.Performs limited litter or illegal dumping cleanup duties.Supervises/inspects the work of contractors performing litter or illegal dumping cleanup.Performs other duties as assigned (collection site inspections, assist with collection site camera maintenance, placing/removing signage, etc.)Knowledge, Skills, and Abilities:

Thorough knowledge of the Solid Waste ordinance, and related environmental codes; thorough knowledge of the methods and procedures used in enforcement; skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; ability to detect ordinance violations; ability to enforce codes with firmness, tact, and impartiality; ability to establish and maintain effective working relationships with associates, contractors, and the general public; ability to maintain composure in heated situations.Physical Requirements:

This work requires the ability to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pulling, pushing, lifting, fingering, grasping, talking, hearing, smelling, and repetitive motions; to perform light work exerting up to 20 pounds of force occasionally, 10 pounds of force frequently/constantly; the visual acuity to prepare and analyze documents, prepare computer reports, do extensive reading, operate a motor vehicle and distinguish details and differences when observing people, places, or things on patrol. Work frequently requires exposure to outdoor weather conditions and work is in a moderately noisy location (e.g., business office, light traffic).Desirable Experience and Education:

High school diploma or GED and one to three years of experience in code enforcement, criminal justice, or related public service work, or equivalent combination of education and experience.Application Procedure:
