(Role: Professional)JOB FUNCTION:Plays key role in developing, promoting and maintaining the emergency response capabilities at their assigned location for emergency management and incident response. Serves as focal point for all location specific emergency management program matters, serves as backup for other locations and is responsible for meeting all emergency management program related objectives. Leads IMT efforts as the on-site Incident Advisor. Develops, plans, organizes and implements Emergency Management initiatives and programs in support of emergency management goals; manages scope and routinely audits programs and initiatives to assess program effectiveness. Ensures management of and coordination between internal and external parties in the development of emergency management programs and initiatives from program conceptualization to implementation to include planning, budgeting, design/development of written program, implementation, delivering presentations & facilitating training, and monitoring/evaluating emergency management programs. Acts as the respective county’s liaison for emergency management programs.ESSENTIAL FUNCTIONS:Preparedness: Plans, organizes and manages all program activity associated with the planning, budgeting, design/development of written programs, approval, implementation, presentation and training, and monitoring of emergency management programs. Provides program leadership, work direction and secures commitment from team members in meeting program milestones and metrics, goals and objectives. Works with team members to ensure access to resources and information; provides direction necessary to successfully perform in their roles. Evaluates progress and performance of program team members and takes necessary actions to accomplish program objectives; actions may include recognition, redirection, recruitment, and replacement of team members. Supports real-world emergencies, serves as Incident Advisor to lead, and support the Incident Management Teams. Drives response capabilities through a comprehensive training program that is enhanced with planning, drills, and exercises, incorporating industry best practices and lessons learned.Mitigation: Develops strategies required to attain both short-term and long-term emergency management program goals. Regularly monitors programs to ensure early identification of potential problem areas and assist in setting priorities. Actively engages to resolve problems to ensure attainment of program goals. Redirects to minimize constraints or actions which may delay schedules, effectiveness or add costs to emergency management programs.Response: Serves as the focal point for all respective county emergency management program related matters and responses. This requires addressing concerns; preparing, presenting, and conducting training for levels of internal and external groups; creating informational documents for wide distribution for all emergency management programs. Works with team members to ensure skill and response maintenance. Manages the Learning Management System (LMS) and Enable Now in collaboration with Company stakeholders to optimize the learning experience, set up and assign courses, and maintaining and tracking training records.Establishes measurable matrix to routinely monitor emergency management programs for effectiveness of program objectives. Prepares and presents the progress and effectiveness of emergency management programs to respective county employees.Establishes emergency management processes and procedures when compared to government agency policies. Attends training programs to ensure company is compliant with NIMS IMT standards. Creates and provides educational presentations to communities on emergency preparedness and distributes information regarding emergency preparedness and response procedures. Monitors changes in federal, state, and local laws and requirements related to emergency preparedness. Evaluates and proposes recommendations, and implementation of policy and program changes to respond to changing requirements. Works with internal and external stakeholders to achieve organizational goals.Represents Hawaiian Electric at regional and National conferences / workshops, such as the Western Region Mutual Assistance Group conferences, Transmission & Distribution, Meter, & Mutual Assistance conferences, and other emergency management events.Works with all Process Areas to obtain support for the implementation, update or coordination of Emergency Management programs. Works on projects and initiatives as directed by Manager, EPP. Participates in Company emergency response activities as respective island Incident Advisor or any other capacity as needed during an IMT event.Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.BASIC QUALIFICATIONS:Knowledge RequirementsA bachelor’s degree or a professional certification in emergency or disaster management, emergency preparedness, planning, homeland security, or a closely-related field is required.Extensive knowledge of project and program management principles normally acquired through college-level training, project/program management training and/or equivalent experience.Program Management Professional (PMP) Certification from a nationally recognized organization such as the Program Management Institute (PMI) is highly desirable.Working knowledge of personal computers and related software applications such as MS Project, Microsoft Word, Excel, Power Point, etc. Working knowledge of SharePoint and Power BI highly desirable.Knowledge of processes, concepts, and framework related to emergency management (NIMS).Demonstrated experience and knowledge of general principles and practices of emergency management, emergency action plans.Working knowledge of SafeStart principles and best practices to achieve a safe workplace is highly desirable.Skills RequirementsExcellent written, verbal and presentation skills.Strong interpersonal skills to direct, influence, motivate and persuade groups or individuals.Ability to complete the Homeland Security Exercise and Evaluation Program (HSEEP) Certification.Ability to handle difficult and/or sensitive issues while using tact, courtesy, and discretion.Supervisory/leadership skills and abilities to work with a variety of individuals occasionally dealing with sensitive, difficult or confrontational issues and the ability to handle such issues with professionalism by using tact, courtesy, respect and discretion.In-depth analytical, computational, organizational and time-management skills to handle various programs.Ability to work collaboratively as a member of a team.Ability to manage and develop/maintain strong positive relationships with people at all levels within the company.Ability to motivate/influence others in cross-functional teams over which this role has no direct authority.Ability to remain flexible in a demanding work environment and adapt to rapidly changing priorities and strategic direction.Ability to conceptualize new ideas quickly.Must have or be able to qualify for a State of Hawaii driver’s license. Must meet the standards for frequent or required driving positions stated in the Hiring Standards for Required Driving Positions policy. These standards may be adjusted periodically to meet business objectives.Ability to create and interpret trends, models, forecasts, and simulations.Ability to interpret and apply Federal, state, and local laws, regulations, policies and standards regarding emergency management and response.Must demonstrate strong ethics, influence and negotiation, leadership, interpersonal skill, communication and the ability to effectively manage stress and engage in continuous learning.Experience RequirementsExtensive (5+ years) experience as a project or program manager preferably within emergency management related to the electric utility industry.Several (3-5) years of experience in developing and implementing programs.A few (1-2) years of experience in developing and conducting training.Role:
