The Position:Provide leadership and direction for all aspects of facilities operations including: planning, design, construction (including renovations), utilities and engineering, custodial and grounds, facility maintenance, building services, for the Indianapolis Service Area which includes the downtown Indianapolis Campus, the Fairbanks and Public Safety buildings in Lawrence, and the Automotive building in Lafayette Square. Assist the Chief Operating Officer in evaluating capital, R&R and parking projects, leases, real estate opportunities, acquisitions, and disposals as well as preparing and presenting reports to Senior Leadership and the Board of Trustees.

Key Responsibilities:Essential Functions:Facilities Planning and Project Management -Lead Planning, Design, and Construction by providing support to ensure capital construction, R&R and parking projects are identified, planned, approved, developed, designed, and constructed within budget and in accordance with College procedures and standards.Collaborates with Campus Leadership to develop, evaluate, and implement Campus and Service Area Master Planning to ensure facilities meet user needs. Ensures that the Service Area Master Plan is maintained and updated as needed.Analyzes and evaluates the infrastructure of the campus, identifies maintenance and renovation issues, and recommends project priorities.Identifies projects, compiles cost estimates and administers both short range facility preventative maintenance and improvement plans as well as long-range facility planning.Oversees R&R and Parking Lot /Drive and large-scale capital projects from planning and approval through completion.Facilitates negotiation, renewal, management and termination of leases.Responsible for ensuring the Service Area Building Master List is maintained and updated as necessary.Coordinates and ensures compliance with applicable regulatory authorities, city and state agencies regarding issues such as land use, building code/safety issues, accessibility issues, and others.Operations -Provides oversight and strategic leadership for Maintenance Services, Custodial and Building Scheduling Services.Fosters a positive and productive working environment with a focus on customer service and collaboration both within the department as well as with faculty, staff, systems office, community organizations and students.Develops and maintains open lines of communication and positive relationships with key city, community, and neighborhood leaders, as well as with external stakeholders regarding the Service Area’s planning, design and construction initiatives and facility usage agreements.Develops budgets for all units within the Facilities area including the Facilities Office, Maintenance Services; Custodial Services, Leases, Utilities, Capital Planning, Design, R&R and Construction.Ensures adherence to all College budget, financial, and procurement policies and guidelines as well as applicable State statutes related to Public Works and Capital projects.Develops specifications for quotes/bids for facilities related services and commodities, evaluates proposals and negotiates with vendors as appropriate.Evaluates available resources and recommends allocations to best serve the needs of the Service Area.Exercises effective control over approved operating and project budgets.Manages OSHA standards compliance to ensure necessary safety protocols are in place and to provide safe and secure facilities for students, staff and the general public.Establishes standards for work performance of staff and monitors compliance.Provides oversight and operational back-up for the service area facilities management system (25Live) room scheduling and Asset Essentials systems.Provides oversight for scheduling and set up of facilities for special events and room rentals. Includes monitoring room capacity and set ups to be compliant with safety standards.Participates in campus closure decisions and on-call to respond to emergencies.Manages Systems Office reporting and communications, as appropriate.Represents the Service Area in statewide facilities meetings.The above is not to be construed as an exhaustive list. (education, experience, and skills) required to perform essential functions:Bachelor's Degree required, Master’s Degree preferred.Five years related work experience.Experience in Project Planning, Design, and Construction required, with experience in Maintenance and Building Services preferred.Experience in higher education preferred, as well as Master Plan development experience.Significant experience in strategic planning, budgetary and personnel management and proven commitment to continuous quality improvement. A minimum of three years of supervisory experience is required.Proven leadership, organizational, and team-building skills.Strong oral, written, and interpersonal communication skills.Demonstrated proficiency using standard MS Office software, as well as applications for facilities management systems.Demonstrated experience working directly within an organization’s senior leadership including at the executive and board levels.Ability and willingness to travel as necessary.Must demonstrate ability to promote an inclusive environment that reflects the broad diversity and backgrounds represented by our students and employees and which every individual feels respected and valued.Starting Salary Range:

$95,000 - $105,000/annually (based on experience)Classification:
