Responsible for planning, coordinating, and managing all aspects of construction and renovation projects in CofC facilities. Performs work of considerable difficulty in concurrently managing multiple, moderately complex on-going projects while planning for future projects. Manages projects from inception through project close-out for new College facilities, for modifications, alterations, and repairs to existing facilities and for infrastructure upgrades projects. This position will be directly responsible (but not limited to) managing major capital projects, deferred capital renewal, and minor projects, as well as supervising employees who will be dedicated to the execution of this and other work.Minimum RequirementsBachelor’s degree, preferably in architecture, engineering, construction management or related fieldANDone (1) year of progressive work experience in managing construction and renovation projects, as well as, supervising employees, OR any equivalent combination of experience, training and/or education from which comparable knowledge, skills, and abilities have been achieved.

Applicant must have experience managing complex projects and a solid foundation in general construction, mechanical systems, electrical systems, roof and building envelope systems, and campus infrastructure. Applicant must be experienced in generating statements of work for solicitation, cost estimating and all subsequent phases of project management. Excellent written and verbal communication skills are required, as we | Preference will be given to applicants with experience working with South Carolina Office of the State Engineer, SC state procurement code, and the City of Charleston Board of Architectural Review. Professional experience in facilities planning, historic building renovation and/or restoration, and working on an urban, historic higher education campus is desired.LEED,EFPandPMIaccreditation are preferred. ll as, proficiency in Microsoft Office and Excel. Demonstrated computer skills are needed as a tool for problem solving, design, budgeting, and record keeping.

Ability to effectively communicate and interact with fellow employees, high ranking college officials, department heads, user groups, contractors, architects, engineers, outside construction management employees, and all individuals from a variety of diverse cultural backgrounds is required. Must have the ability to understand user’s needs and to communicate technical requirements to meet those needs. Must have the ability to prepare and present comprehensive reports or plans pertaining to effective long range project planning and capital renewal work for the college.

Must be knowledgeable inIBCandADAlaw. Basic knowledge of applicable building codes, electrical, plumbing, mechanical, life safety and accessibility codes and laws is required. Must have knowledge of building construction, materials and methods, as well as, knowledge ofOSEdesign and construction policies. Knowledge of the various architectural, planning and engineering disciplines is required.

Must have skill in managing multiple projects and coordinating the work of a design and construction team to ensure compliance with the Project Program/Scope. Ability to successfully manage multiple minor projects simultaneously is required. Must have skill in reading and interpreting plans and specifications and assessing them with construction in progress.

Must have knowledge of project budgeting, cost estimating of construction, escalation factors and market trends. Ability to demonstrate experience in project budget responsibility is required.

Must have the ability to utilize insight, good judgment, good interpersonal and management skills, as well as, to facilitate and seek fair, consensual resolution to project challenges, issues and conflict. Must have strong written and verbal communication (project logs, memorandums, project documentation, litigation documentation, etc.). Ability to prepare and present comprehensive reports or plans pertaining to an effective long range capital renewal program for the College is required.Additional Comments Regarding PositionMust be physically able to carry out duties as described. Must be able to travel to on/off campus College buildings, traverse stairs and construction sites. Some overtime work may be required, as well as, evening/night work on an as-needed basis. Must be able to attend overnight out-of-state conferences. Manages schedule (prepare overall project schedule) and meets multiple deadlines. Monitors the construction progress schedule to meet the College’s needs. Inspects and monitors construction/renovation projects to determine conformance with plans, specifications, applicable codes/regulations, schedules, established deadlines and budget. Reviews and reports on construction progress.

Assists Director in refining design/construction/renovation practices that promote energy efficiency, code compliance, environmental sustainability, and ease of maintenance.

Formally documents the construction process by keeping and maintaining accurate records of all significant project-related events, including but not limited to meeting minutes, design submittals documents, construction administration documents (RFI,ASI,CPR, Change Order request, etc.).
