Provides project management services for facilities planning construction and renovation projects. Successfully manages projects requiring design and construction technical knowledge, ensuring the design meets user needs and is completed within timeframe and budget restrictions. Coordinates and manages facilities construction and renovation for the College’s plant engineering and facility management programs including the preparation of detailed estimates, project specifications, and plans.

Takes ownership and is the champion of assigned projects. Effectively leads the project team by exemplifying high standards. Plans and organizes work activities, schedules assets, and prioritizes task completion to meet established deadlines, budget, and goals for construction and renovation projects. This includes utilizing RS Means and Microsoft Excel to prepare/monitor preliminary and detailed cost estimates for budgets and for job approvals. Assists in monitoring project costs throughout construction and close-out.

Manages consultants and contractors’ selection process: Advertisements, Requests for Proposals, proposal evaluation, consultant interviews and selection, pre-bid, bids opening and pre-construction meetings. Assists in managing fee negotiations and contracts. This also includes bid coordination/solicitation, consultant/contractor coordination and communication, OSE document preparation/review, procurement/installation oversight of all project specifications, punch list development/enforcement, and project closeout.

Manages schedule (prepare overall project schedule) and meets multiple deadlines. Monitors the construction progress schedule to meet the College’s needs. Inspects and monitors construction/renovation projects to determine conformance with plans, specifications, applicable codes/regulations, schedules, established deadlines, and budget. Reviews and reports on construction progress.

Assists Director in refining design/construction/renovation practices that promote energy efficiency, code compliance, environmental sustainability, and ease of maintenance.

Coordinates and conducts meetings involving architects, engineers, contractors, state officials, and College administrative personnel for the purpose of scheduling, planning, and resolution of conflicts on construction and renovation projects.

Accurately and promptly provides information required by project architects/engineers. Represents College as supervisor of consultants, work crews, and contractors.

Formally documents the construction process by keeping and maintaining accurate records of all significant project-related events, including but not limited to meeting minutes, design submittals documents, construction administration documents (RFI, ASI, CPR, Change Order request, etc.). Maintains project files and accomplishes the necessary correspondence to effect coordination with the State Engineer’s Office, College administration, contractors, architects, and consultants.

Oversees project closeout and ensures compliance with College and OSE procedures. Assists in providing problem and dispute resolution and resolution of insurance claims in a timely fashion.

Responsibilities will include planning, coordinating, and leading a team of subordinates in executing major capital projects, deferred capital renewal, and project work. Responsible for identifying, prioritizing, and scheduling deferred maintenance work and creating short- and long-term work execution plans which evaluate scope, cost, and schedule.

Assists in ensuring quality and success of construction by effective leadership/supervision of direct reports (PCs & PMs), management of construction teams, review of construction documents, and diligent observation of work.

Assists Finance Manager with all projects related financial information (quotations, bid documents, purchase orders, invoices, and payments) regarding consultant, contractor and project related goods/services procurements. Reviews and makes recommendations to supervisor, project architect/engineer, and Finance Manager regarding approval of change orders and progress payments, requests for schedule changes, and interpretation of documents.

Required Qualifications

Bachelor’s degree, preferably in architecture, engineering, construction management or related field AND one (1) year of progressive work experience in managing construction and renovation projects, as well as supervising employees, OR any equivalent combination of experience, training and/or education from which comparable knowledge, skills, and abilities have been achieved.Applicant must have experience managing complex projects and a solid foundation in general construction, mechanical systems, electrical systems, roof and building envelope systems, and campus infrastructure. Applicant must be experienced in generating statements of work for solicitation, cost estimating and all subsequent phases of project management. Excellent written and verbal communication skills are required, as well as proficiency in Microsoft Office and Excel. Demonstrated computer skills are needed as a tool for problem solving, design, budgeting, and record keeping.Preference will be given to applicants with experience working with South Carolina Office of the State Engineer, SC state procurement code, and the City of Charleston Board of Architectural Review. Professional experience in facilities planning, historic building renovation and/or restoration, and working on an urban, historic higher education campus is desired. LEED, EFP and PMI accreditation are preferred. Candidates with an equivalent combination of experience and/or education are encouraged to apply.
