Northrop Grumman Mission Systems (NGMS) is looking for you to join our Operations Team as an Operations Execution Manager (OEM) located at our Philadelphia PA campus. In this role you will be responsible for the execution of manufacturing and operations scope across multiple complex multi-million dollar defense programs.

The Operations Execution Manager (OEM) will manage all phases of the most complex program manufacturing from inception through completion. The OEM is responsible for the cost, schedule and technical performance of manufacturing scope for both development and production programs. The OEM leads and coordinates manufacturing activity across the program life cycle, from capture/proposal through execution/production and contract closeout.

Core Responsibilities include the following:

Propose, plan/baseline, and execute to performance management baseline.

Execution of sites most complex program or multiple concurrent programs.

Coordinate responses with functional organizations to keep projects on schedule.

Regularly communicate status and help needed requests at cross functional meetings and program reviews.

Serve as liaison between the Operations team and the customer or other functional groups within Northrop Grumman.

Champion and lead Change Management Processes and Continuous Improvement activities to resolve problems and improve efficiency.

Perform risk and opportunity management functions for the manufacturing scope in concert with the overall program effort.

Lead RCCA, PFMEA and other risk avoidance activities.

Manage EVMS and Control Account Management (CAM) functions for manufacturing scope.

Evaluate and coordinate budgets and manpower requirements across multiple programs to ensure execution plans for the site are achievable.

SOW creation, management and adherence to purchase orders and invoice approval.

Create and maintain processes and procedures specific to Operations Program Management functions.

Mentor and guide OPM and functional CAMs within operations.

Basic Qualifications:

Bachelor's Degree with minimum 5+ years of Manufacturing or Program Management experience; master's degree with 3+ years of Manufacturing or Program Management experience.

1+ year of being a team lead of people or direct people management.

Experience in collaborating with employees within a department and across functions.

Fluent with MS Office products - PowerPoint, Project, Excel, Word.

Experience with ERP systems in a manufacturing environment.

U.S. citizenship with the ability to obtain a security clearance.

Preferred Qualifications:

EVM Experience and 4+ year of CAM responsibilities.

SAP experience (material requirements, BOM, production order, purchase order, etc).

Competency with managing production in SAP in a low volume, high mix manufacturing environment.

Bachelor’s degree in an Engineering discipline or Engineering Management or a Master's degree in Engineering or Management.

PMP Certification.

Command of Earned Value Management Concepts and Techniques.

Government contract experience.

Experience with large rotating machinery assembly and test.

Experience with naval manufacturing.

Experience with hardware production proposals, negotiations and baseline/planning activities.

Salary Range:

$104,600 - $156,800

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
