Job Summary:

The

Chief External Affairs Officer (CEAO)

is a member of the KCTCS President's Leadership Team and serves as the System's primary liaison with state, federal, and local governments, providing leadership and support for all aspects of external and governmental relationships.

Positions with the KCTCS System Office are term-contract positions, with the expectancy of continuance based on performance.

Initial review of applicants will begin on September 23, 2024. Position is open until filled.

Job Duties:

Advocates for KCTCS and its colleges before local, state and federal policymakers.

Participates in the formulation of legislative priorities and the cultivation of positive relationships with the Kentucky General Assembly.

Keeps System and College leaders informed of proposed public policy which may impact the system and its colleges.

Supports development of new strategic relationships with state government and federal agencies, business and industry partners, university leaders and state-wide educational organizations (4-H, FFA and SkillsUSA).

Supports the efforts of the KCTCS Office of Institutional Advancement to develop new partnerships and strengthen alumni relations.

Represents KCTCS at community-based educational, corporate and cultural activities, including groundbreaking ceremonies and building dedications.

Establishes and maintains positive working relationships with a wide range of non-governmental leaders and key stakeholders.

Other duties as assigned.

Minimum Qualifications:

Five (5) years of experience in governmental affairs and policy advocacy with a college or university, state or federal agency, economic development organization or public relations firm.

A Master’s degree or equivalent in Higher Education, Political Science, Public Administration, Law or another field related to governmental affairs and policy development.

Strong analytical, critical thinking and interpersonal skills, the ability to speak and write persuasively and a successful track record of working under tight deadlines.

Preferred Qualifications:

Understanding of state and federal laws that govern public higher education.

Experience with tracking legislation, analyzing its impact and collaborating with policymakers to advance the goals of an organization.

Experience with Institutional Advancement, including fundraising and donor engagement and management.
