OverviewThis position is responsible to oversee the operation of the Con Edison electric and steam transmission and distribution systems.The main focus is to insure that these systems are operated in a reliable, safe and efficient manner and to coordinate the response to operational emergencies on these systems.

ResponsibilitiesCore Responsibilities

Direct the activities of all operating personnel at the Energy Control CenterMonitor the status of the electric transmission and distribution systems and steam systems, analyze the effects of contingencies and scheduled outages and implement steps to minimize impact on the electric and steam systems.Coordinate restoration efforts for equipment out of service.Compile data associated with automatic operations and system troubles. Write critiques of the operating response to all emergency situations or unusual incidents involving the Con Edison electric or steam systems.Inform the central information group of details associated with planned and automatic operations on the electric and steam systems which require notifications to company personnel and outside regulatory and governmental organizations. Ensure proper and timely notifications are made by the Central Information Group following these events.Oversee the following functions of the System Operator and insure any and all such duties are executed In a manner that ensures reliable, safe and efficient operations. Be prepared to assume such responsibilities or assign such responsibilities to another operator If the System Operator becomes unavailable or incapable of performing these duties.Perform routine operations and in times of emergency, implement appropriate actions such as voltage reduction and customer disconnection so that system security is maintained.Maintain system stability.Forecast electric and steam load and plan system capability requirements.Approve the change of status of equipment and transmission fines.Coordinate steam system dispatch with electric system dispatch.Direct the regulation of system voltage and coordinate voltage control with neighboring companies and the New York Independent System Operator (NYISO).Supervise all necessary outages of pertinent Instrumentation.Implement actions necessary to maintain system stability and security on a real time basis.Maintain record of system changes and control actions.Supervise the Energy Dispatcher with regard to "SRE's" and "out of merit" generation moves to Insure system reliability.Supervise the Transmission Operator in the proper dispatch of transmission facilities.Perform system and engineering studies as directed by the department management.Operate in compliance with environmental laws and regulations.This position holds the authority and responsibility to order load relief measures on the Con Edison system as system conditions dictate and in accordance with department and company procedures.Review all outage requests for transmission and area station facilities. Perform required contingency analysis and execute judgment for such outage requests.Achieve and maintain NERC Transmission Operator certification. Attend required training for both obtaining the certification and maintaining the required continuing education hours, (CEH"s).Assume responsibility as interim Incident Commander during corporate emergencies in accordance with the company adopted JCS structure.COmmunicate with company executives on a daily basis, providing necessary updates and system status as required.Maintain annual training requirements up to date and In accordance with department guidelines.Take ownership of identifying operational problems and needs and follow thru with solutions to such problems andneeds as required.Accept assignment to special projects and efforts that support System Operation needs and the overall needs of the electric and steam system operations.SSO's who are assigned to perform the training function shall follow the attached results required document in performing that training function, In addition to maintaining the ability to carry out the standard requirements spelled out in this position guide.Perform other related tasks and assignments as required.QualificationsRequired Education/Experience

Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.Must be able and willing to travel within Company service territory as needed.
