DESCRIPTION OF DUTIES/ ESSENTIAL FUNCTIONSThe Houston Health Department provides traditional public health services and seeks to use innovative methods to meet the community's present and future needs. Our mission is to work in partnership with the community to promote and protect all Houstonians' health and social well-being. HHD is now the first health department in Texas and the second in a large U.S. city to earn national accreditation.

The Houston Health Department is seeking a high energy individual who is grounded and mature personally and professionally to fill the role of Deputy Director.

The Deputy Director will be directly responsible for the following department wide functions/units:

Quality and Performance Management

Nursing Services

Planning, Evaluation, Research and Health Statistics

Public Health Preparedness

Access & Equity initiatives

Community Based Health Services Response

Chronic Disease Health Education and Wellness

Workforce Development

The Deputy Director will provide direction and guidance to Assistant Directors and Bureau Chiefs when designated by the Director and may lead or manage the following areas when needed:

Health Center and Multi-Service Center Operations & Disease Prevention and Control

Family Health Services and Human Services

Environmental Health

Public Health Sciences & Services

Administrative Services

The Deputy Director will be responsible for filling in for the Department Director when needed and will represent the Department Director and the department externally when needed or in the absence of the Department Director.

The Deputy Director will be the department facilitator for major initiatives and services involving multiple department units across divisions such as the Covid response and responses to other public health disasters and emergencies.

Additionally, the Deputy Director will perform the following:

Personnel Management - supervise and manage personnel within the assigned units, oversee hiring, disciplinary actions, training and development for the units and compliance with policy and administrative processes.

Strategic Partnerships, Planning and Operations - partners internally and externally to develop networks, alliances, and collaborations across boundaries to build strategic relationships and achieve common goals.

Performance Management - sets, monitors and achieves key performance indicators and short term and long-term unit goals and objectives.

Budget and Evaluation Management – develops budgets, seeks/facilitates access to external resources, monitors expenditures and stays within the approved budget, and assures grant budgets are expended.

Special Operations - leads special initiatives and projects as assigned by the Director. Takes the lead in responding to emergencies and developing and implementing new and developing initiatives or ad hoc assignments.

WORKING CONDITIONSThis position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.

MINIMUM REQUIREMENTS

EDUCATION REQUIREMENTSRequires a Bachelor's degree in Business Administration, Public Administration or a closely related field.

EXPERIENCE REQUIREMENTSTen years of professional experience in business administration, management or a closely related field are required, with at least four of those years in a managerial capacity.

A Master's degree may be substituted for two years of experience.

PREFERENCES

Preference will be given to candidates who have the following:

Master’s degree in Public Health, Administration, Education or Related

At least 15 years of experience

Worked for a government entity

Experience managing and/or operating in Natural Disaster, Pandemic, or related emergency conditions.

At least 10 years proven experience as a leader in the delivery of programs and services especially in the public sector and particularly in a public health setting.

Must have a keen awareness and understanding of public health principles and practices.

Prior experience managing and leading executive level managers.

Goal and performance driven while using effective management skills to motivate, coach, guide and hold staff accountable in a positive environment
