This is highly responsible, specialized work in planning and directing the administrative and operational activities of the Emergency Operations Center and all issues related to Emergency Management, Homeland Security and all City-wide hazard prevention, response and preparedness planning. An employee in this position will report directly to the City Emergency Manager (Assistant Fire Chief/Division of Emergency Management).

Work involves independent judgment and the ability to effectively function with minimal supervision or guidance while performing the job duties. Supervision is exercised over other emergency management administrative and clerical positions. The position's incumbent must possess and maintain the necessary knowledge of Emergency Management to advise senior City staff on related issues in support or absence of the Emergency Manager; maintains close working relationships with department heads, elected city officials, local, state and federal agencies, civic and business officials, volunteer organizations, and other provider agencies.

Drafts and coordinates all aspects of the City Comprehensive Emergency Management Plan (CEMP), City-wide Continuity of Operations Plan (COOP), and Continuity of Government Plan (COG).

Prepares, updates, edits and analyzes, plans and standard operating procedures and checklists for all hazards in the area of preparedness, response, recovery, and mitigation.

Integrates and implements the Urban Areas Security Initiative (UASI) into all City Emergency Management and Homeland Security plans.

Equips and exercises the City's Emergency Operations Center and the Early Warning Point.

Trains City employees on their respective roles and functions within the City's Emergency Operations Center.

Drafts strategic plans and executive summaries for the Division of Emergency Management.

Drafts after-action reports related to major incidents and large-scale exercises that occur locally or involve mutual partners within the State of Florida's Division of Emergency Management Region 10.

Plans and monitors all activities related to the City's multi-hazard disaster plan, preparedness, response, mitigation, and recovery programs.

Serves as liaison between the City, County, State and Federal representatives regarding all emergency management related issues.

Assists the City Emergency Manager in defining and formulating departmental and City-wide policies, programs, objectives which achieve organizational goals.

Directs the on-going evaluation and relationships with all disaster-response agencies and organizations internal and external to the City of Miami.

Researches, coordinates, and implements various emergency services and emergency preparedness plans and programs in accordance with the City of Miami's Comprehensive Emergency Management Plan (CEMP), the State of Florida's Division of Emergency Management, State Emergency Response Plan (SERP), the State of Florida's Domestic Security Oversight Council's Strategic Plan, and disaster laws.

Coordinates and assists with drafting mutual support agreements with departments, schools, military installations, Red Cross, Salvation Army, welfare organizations, Federal, State and County emergency services organizations and neighboring communities, and areas disaster relief volunteer organizations.

Researches emerging technologies for integration into emergency plans and operations.

Performs other related duties, as required.Minimum Requirements:Bachelor's degree and five (5) years professional experience in emergency management or homeland security planning. A Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however prior to appointment a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources.

An equivalent combination of education and experience beyond a high school diploma or its equivalent and one (1) year of the required experience.SPECIAL REQUIREMENTS:
