Our highest priority is the provision of timely and responsive service to all customers.GRADE22LOCATION OF POSITIONMDH, Office of Facilities Management and Development, Baltimore, MDMain Purpose of JobThis position within the Maryland Department of Health (MDH) Office of Facilities Management and Development (OFMD) is responsible for the management of, planning, design, and construction for the Department of Health (“MDH”) facilities. The incumbent is the co-chair of the MDH/DGS Joint Program Office and serves as the MDH Lead for implementation of the MDH 2041 Facilities Master Plan (“FMP”).As such, the incumbent is responsible for:Leading liaison to the Department of Budget and Management Capital Budgeting Office for the development of the Department’s Capital Improvement Program, and leading project programming and budget development for capital construction projects.MDH lead liaison to the Department of General Services (DGS) Office of Design, Construction, Energy, managing the development of project design, and owner representation for facility renewal and capital construction projects contracted by DGS on behalf of MDH.MDH lead liaison to the DGS Office of Real Estate for real property transactions supporting the implementation of the MDH 2041 Facilities Master Plan.Leading staff and managing consultants providing planning, design, and construction oversight services.Promoting interagency coordination for the successful completion of projects.Coordinating appropriate MDH leads to ensure engagement with interested stakeholders including collective bargaining units, community stakeholders, providers, the Maryland Judiciary, and other interested parties.MINIMUM QUALIFICATIONSQualified candidates must possess a bachelor’s degree from an accredited college or university and five (5) years of professional experience in construction management, project management, and/or architectural design. A Master's degree from an accredited college or university is preferred.DESIRED OR PREFERRED QUALIFICATIONSThe preferred candidate may possess any of the following qualifications:Experience leading large-scale project management of facility design or construction.Experience in healthcare facilities management and design.Experience in preparing and presenting reports, analyses, and/or recommendations to senior management and stakeholders.Progressive management experience.Ability to interpret lease agreements and manage multi-year leases.Ability to multitask and work on multiple projects with competing deadlines.Ability to work independently and with a team in a fast-paced environment.Experience collaborating with various units or departments including internal or external stakeholders.Excellent oral and written communication skills.Exceptional interpersonal and customer service skills.Knowledge of DGS Procurement Process for retaining consultants and management of AE firms for the development of Capital Building Projects.Knowledge of DGS Professional Services Procedures and DGS Procurement Processes.Experience developing capital budgets/project budgets/experience with Department of Budget and Management Capital Budgeting Information System (CBIS).Experience managing consultants, including the management of healthcare planners, architects, MEPS engineers, and building performance designers.SELECTION PROCESSThis is a Management Service position, serving at the pleasure of the Appointing Authority.
