DutiesProviding advice and assistance to the Director of Budget, Deputy Director of Budget, Chief Financial Officer, and the Deputy Chief Financial Officer as well as other senior officials, on budget, performance, and financial management issues.Interpreting a variety of budget guidelines, directives, policies, and precedents to provide guidance on policies, procedures and systems involved in budgeting and financial management.Recommending and implementing budget policies. Performing coordination efforts with key agency personnel at all levels.Performing reviews and analyses throughout the agency to assess and evaluate compliance with budget and financial management policies and procedures.Serving as an accurate source of information on budget and financial management matters for the Chief Financial Officer and other senior agency officials.Demonstrating, as a technical authority within assigned areas of budget execution, strong operational knowledge of the agency's budget, performance, and financial management systems.Providing accurate guidance on the use and maintenance of these systems to users and system administrators.Monitoring, documenting, and overseeing budget execution for various programs, determining allotments, making reprogramming decisions.Assisting programs, departments, and offices in the development of operating budgets.Directing the development of budgetary reports, reviewing payroll and program operational obligation trends, discussing trends with appropriate program staff across the agency and making recommendations as to the programs' financial approach and status.Contributing to agency efforts to ensure obligations incurred and resulting expenditures of funds are in accordance with existing laws and regulations.Providing analyses regarding the impact on programs in the event of rescissions, sequestrations, and continuing resolutions. Ensuring programs and offices' compliance with the agency's Administrative Control of Funds policy and federal laws and regulations.Developing various budget analyses, reports, charts, and briefing materials for presentation to agency leadership. Regularly analyzing and presenting budget information on various programs and agency activities to senior leadership including recommendations on the application of resources for various programs and offices.Creating and maintaining reports for use by the Director of Budget, the Deputy Director of Budget, and the Chief Financial Officer in discussions with the senior agency staff.Preparing budget analysis and reports on a monthly basis and ad hoc as requested.Providing responses to questions regarding budgeting and financial management policies, procedures, systems, and data management that reflect a solid understanding of each issue and the information required.Reviewing monthly reconciliations of payroll, accounting, and budget data. Representing the Budget Office in monthly budget reconciliations with the programs, procurement, grants management, and accounting offices.Analyzing financial data to identify trends impacting on cost projections, reviewing long and short-range program plans for budget and fiscal implications, comparing performance against plans for individual offices, and collecting staffing data.RequirementsYou must be a United States CitizenA 2-year probationary period is required for new Federal employees and supervisors.Merit Promotion and internal applicants must submit a SF-50 to verify Status and gradeSatisfactory completion of a background investigation.A financial disclosure may be required for this position.Dates of employment, including beginning and end dates in the following format: month/day/year, must be included on resume.QualificationsApplicants must have one year of specialized experience comparable in scope and responsibility to at least the upper range of the NY-02 pay band, which would be at or equivalent to the GS-11 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes: 1) identifying budget issues or discrepancies using budgetary data from financial management systems; 2) responding to inquiries on budgetary matters on behalf of an agency; AND 3) preparing budget estimates and operational obligations for offices.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience. Such experience must be clearly documented in the applicant's resume.EducationThis job does not have an education qualification requirement; education may not be substituted for Specialized Experience at this grade level.FOREIGN EDUCATION:
