Eagle Health, a subsidiary of Cape Fox Corporation is seeking a Realty Specialist to support the Bureau of Indian Affairs (BIA) in providing efficient real estate services. The purpose of the
National BIA Real Estate Services Review and Processing Support
contract for FAST-41 projects is to improve consistency, efficiency, and coordination with
Tribes, Tribal offices, state agencies, and other Federal agencies.
This position is remote with 25% to 50% travel.

This position is contingent upon contract award.
This role is crucial for the implementation of the Infrastructure Investment and the Jobs Act, Inflation Reduction Act Section 70007, and the Federal Permitting Improvement Steering Council's Environmental Review Improvement Fund (ERIF).
Responsibilities:
Property Management:
Acquire, manage, and dispose of real property for public lands programs, water projects, and general or special purpose spaces.
Loan Insurance Programs:
Manage and dispose of properties acquired under Federal loan insurance programs.
Contract Management:
Assist in processing applications for rights-of-way, permitting, and leases. Coordinate with Tribes to facilitate FAST-41 project approvals.
Application Review:
Analyze Tribal applications for consistency with BIA policies and facilitate secretarial waivers of regulations.
Coordination:
Work with Tribal applicants, National Environmental Policy Act (NEPA) staff, appraisers, and federal partners. Track applications in the Trust Asset and Accounting Management System (TAAMS).
Outreach:
Conduct outreach on the Environmental Review Improvement Fund Tribal Assistance Program and provide technical assistance to Tribes.
Data Analysis:
Review current and historical transactions, trust titles, and records, ensuring accurate reporting in Title Status Reports.
Regulatory Compliance:
Ensure compliance with NEPA, Section 106, bonding, and fair market value appraisals.
Documentation:
Prepare and review contract management documentation, manage records, and ensure all data collection and reports are complete and accurate.
Reporting:
Review and assist with NEPA project proposals, Environmental Assessments, and other related documents.
Customer Interaction:
Provide customer-focused services on trust and restricted fee lands for broadband activities.
Land Resource Management:
Assist with site visit requests and logistical coordination for fieldwork.
Expertise:
Provide expertise on real estate services, archaeological resources, historic preservation, and paleontology.
Specific Tasks:
Encoding and Processing:
Acknowledge receipt and review of applications, ensuring rights-of-way are properly surveyed and recorded.
Legal and Compliance Requirements:
Meet all regulatory requirements, including consent, land status, legal descriptions, encumbrance verification, and NEPA and Section 106 compliance.
Documentation and Administrative Processes:
Prepare and manage contract management documentation, including applications, administrative reviews, and record management.
Coordination and Communication:
Participate in meetings and coordinate with Tribes, Tribal offices, state agencies, and other Federal agencies. Coordinate closely with the BIA Central Office and Regions.
Reporting:
Provide regular reports on project status and progress, ensuring all deliverables are submitted in electronic format.
Task Performance:
Assist the BIA in achieving mission goals.
