As part of Garver's growing Harlingen Water Infrastructure Design Center, the

Civil Team Leader

will be responsible for building, leading, and managing a group of civil engineering professionals in support of various water/wastewater projects. The

Civil Team Leader

will be engaged in site layouts, yard piping design, terrain modeling, stormwater calculations, coordination with other discipline activities, and performing quality reviews.

What you'll do:Generally, the responsibilities of this role will entail taking projects from conceptual planning to bid ready documents, including conceptual/preliminary/final design, design calculations, inter-discipline coordination, preparation of specifications, coordination with regional offices and quality assurance and control.

Day to day responsibilities will include, but are not limited to:Lead the development of site civil designs for water and wastewater treatment/pumping facilitiesLead the design of complex treatment plant/pumping facilities yard piping systems and coordinate with other utilitiesLead the design of site paving, access, and fencing for water and wastewater treatment/pumping facilities and other ancillary infrastructureLead the design of grading and stormwater drainage plans including pre and post terrain modelingLead the preparation of calculations for the design of stormwater detention and conveyanceLead the development of detailed plans and specificationsCoordinate floodplain permits, including a determination of base flood elevationsOversee the development Civil 3D drawingsCoordinate with surveyors and geotechnical subconsultantsSupport construction projectsSupport regional teams with water and wastewater related business development activitiesDevelop scope, schedule, level of effort, and fees for projectsManage a team, coordinating schedules, monitoring budgets, and ensuring delivery of quality work products that adhere to Garver standardization

In addition, the Civil Team Leader will be responsible for:

Recruiting top talent for the civil teamDeveloping scope, schedule, level of effort, and fees for projectsManaging, mentoring and professional development for civil team membersDriving the detailed design through coordination with other support disciplinesPlanning, managing, and executing civil staff workloadCoordinating and maintaining project schedulesPlanning and monitoring budgetsComplying with the quality program, including ensuring delivery of quality work products that adhere to Garver standardizationDeveloping Civil standards and tools, procurement, and training in coordination with other WDC structural groupsTravelling occasionally as necessary to facilitate design, construction, or assessment of facilities or to perform workshops

Some travel may be required for business development purposes, including proposal development, interviews, knowledge transfer sessions, and industry related conference attendance. Project specific travel may also be required for site assessments, project workshops, design review meetings, and support during construction. Due to the collaborative nature of coordination for large infrastructure projects, candidates must have the ability to seek out and resolve issues through close interaction with other project team members. In addition, the candidate shall be able to maintain a positive team attitude and interpersonal effectiveness to recruit, develop and maintain an efficient and productive structural team. The structural group leader will also be responsible for coordinating structural team workload across Water Design Centers.

The WIDC was created to bring together every unique discipline necessary to design custom solutions for water and wastewater infrastructure facilities, including civil, mechanical, electrical, instrumentation, controls, construction, applications, and operations. Minimum Requirements:

Bachelor's degree in civil engineering from an ABET accredited program10 years or more experience in civil site design with no less than two years of experience in project or team leadershipProfessional Engineer Licensure (PE)In-depth knowledge of the different piping materials including their flow characteristics and bedding requirementsProficiency in the design of grading and drainage plansExperience with Autodesk software, including AutoCAD and Civil 3DExperience working with a diverse disciplinary team, including process, structural, building mechanical, electrical, and instrumentation and control disciplines

Preferred Attributes:

Master's degree in civil or environmental engineering15 years or more of civil engineering design experience with five years or more of experience in team leadershipCertified Floodplain Manager (CFM)Experience using BluebeamGood relationships with clients in Garver's footprintExperience with stormwater conveyance software, including HEC-RAS/HMSA record of active participation in local professional organizations
