Commercial Manager . The successful candidate will work on a portfolio of HDR WBG projects and programs, assisting to establish, negotiate and ensure compliance with the terms and conditions of HDR engineering and planning contracts; assisting in negotiating the terms and conditions of subcontracts; and helping project and program managers document changes or amendments that may arise during the implementation or execution of our projects.The

Commercial Manager

will support multiple project managers and program managers where additional commercial management support is needed. The Commercial Manager will provide guidance and assistance to Project Managers on project and program contract and financial matters. The following describes the responsibilities of the Commercial Manager on projects on which they are assigned:Reports to the Project or Program Manager to administer on-going contracts, including compliance with the contract documents for conformance such that the requirements of the contracts are implemented and maintained.Manages or collaborates with a project team consisting of schedulers, project analysts, document control manager, project accountants and project / commercial management coordinators.Implements procedures for contract management and administration in compliance with company policy.Assists with contract negotiations by assembling rate packages (including those of specified subcontractors), negotiating contract terms, and collecting required documentation for contract execution.Acts as project manager performing all functions of the role.Evaluates task orders for risk level and works with project manager to incorporate mitigation strategies.Oversees drafting of subcontracts for engineering, planning and specialty services.Reviews RFPs for project delivery and contractual requirements and works with WBG leadership, pursuit leader, and HDR legal to develop mitigation approach.Collaborates with NorCal WBG Manager and Business Development Lead (BDL) regarding teaming agreements and design subcontract terms, scope, and performance requirements.Reviews HDR proposals and contract documents to minimize conflicts and ambiguities.Oversees administration of the project and program risk registers.Assists Project and Program Managers in contract awareness and change order training for key project staff. Assists Project and Program Managers in preparing grant application packages to secure financing of projects through Federal and State funding opportunities such as through FEMA and DWR.Prepares correspondence and works with project coordinators and accountants to maintain records necessary to document the effective administration of contractual matters.Reviews warranties, bonds, insurances, guarantees, etc. are maintained and updated in accordance with the contract and are in compliance with the client's requirements.Assists Project Controls with respect to contractual implications of change orders and quality control.Monitors schedule for submission of deliverables and other contractual deliverables and certifications.Prepares weekly and monthly reports as required.Ability to work on multiple projects at one time.Other tasks as assigned by the Project Manager.Preferred QualificationsExperience working for California State agencies (CA DWR, DGS, etc..)PMP, PE, or PGExperience working with ContractorsRequired QualificationsA minimum of 7 years' experience in Architecture/ Engineering, Design-Build, P3, project management, construction, project controls and/or staff leadership or equivalentA bachelor's degree in engineering, architecture, business, law or equivalent.Working knowledge of Architecture/ Engineering/ Construction industry contracting practices in the country(ies) the Commercial Manager works in, applicable government and commercial regulations and practices, policies, procedures and work practices.Working knowledge of project controls, project management, and project estimating software.Experience in development of contracts, administration and negotiation of change orders, effective correspondence, planning and scheduling.Ability to work well in a high performing team structure in a fast-paced environment.A positive professional reputation as one who can deliver quality, cost effective projects.Self-starter; good communication and people skills.Must be committed to quality and improvement and promoting HDR's values.Ability to teach, lead, and mentor others.What We BelieveHDR is our company.
