The Vice President of Tax is the most senior position in the tax group and is responsible for creating and driving the overall tax strategy of Dollar Tree Inc. and its subsidiaries (collectively referred to as DTI), as well as managing all related affairs and general accountabilities for DTI including: Tax strategy and planning, tax accounting, tax compliance, tax audits, tax policies and procedures, Tax systems, leading and developing the tax group, managing the use and cost of external tax advisors, and informing management and the Board of DTI’s tax posture.
Principal Duties and Responsibilities
Tax Planning
Manage to the lowest possible effective tax rate and provide routine updates for changes to the forecast and the business.
Minimize Dollar Tree’s tax liability (including income, franchise, sales use, personal property, real estate tax, and unclaimed property) through design and implementation of effective tax structures for current and new businesses, acquisitions and dispositions, corporate reorganizations and tax law changes.
Obtain tax rulings and approvals from governmental authorities as needed.
Participate in internal teams established for the development/execution of major transactions and projects.
Interpret and monitor income, franchise and sales tax legislation and relevant tax case law.
Assist other departments with tax related issues such as payroll taxes and compensation planning.
Manage tax risks and exposures.
Lead DTI’s efforts to maximize tax credits and incentives.
Understand/inform changes to tax legislation and administrative practices.
Develop and maintain relationships and contacts within the external tax community and develop network to obtain key benchmarking, current tax information, and to maintain and enhance the high reputation the Corporation holds within the tax community.
Active participation in tax associations (e.g. RILA, Tax Executives Institute, COST, etc.) to promote tax legislation and administrative policies that will be beneficial for the Corporation.
Stay current with new legislation, regulation and judicial proceedings.
Tax Accounting
Ensure that the Corporation's tax accounting procedures and systems are adequate to enable it to meet US GAAP requirements including in accordance with ASC 740 and ASC 450.
Provide leadership for the design and implementation of processes to ensure that the quarterly and annual tax provision estimates are accurate and have considered all current plans and tax reserves are adequate.
Minimize financial statement impact of potential tax risks.
Provide leadership regarding DTI’s intercompany accounting charges to ensure they are compliant with the appropriate transfer pricing rules.
Tax Compliance
Manage the development, documentation and communication of Income, Franchise, Personal property and Sales Tax as well as unclaimed property compliance procedures and systems to ensure that DTI is compliant with the tax laws and will meet its federal, state and local filing requirements.
Ensure that the tax returns reflect positions that minimize the corporate tax liabilities of the corporation within legislative boundaries after considering the federal, state and local tax statutes, administrative practices and relevant case law.
Provide appropriate tax advice and assistance to Financial Reporting and Financial Planning to ensure the accuracy of projected tax amounts.
Manage an efficient and effective tax compliance function.
Tax Audits
Effective management of income tax, franchise tax, personal property tax, sales tax and unclaimed property tax audits.
Establish and foster positive relationships with IRS audit team members.
Development of strategies for and negotiation of major audit issues and filing of Appeals.
Lead the company’s efforts in determining how to settle or contest state tax assessments, including working with internal and outside counsel and consultants to determine the strengths and weaknesses of the case and potential alternatives to resolving the controversy.
Tax Policies and Procedures
Develop the income tax, sales tax, personal property tax, and unclaimed property tax policies and procedures for Dollar Tree, Inc. and its subsidiaries.
Maintain Sarbanes Oxley controls relating to the tax function as a whole.
Manage tax group
Provide leadership and guidance to tax team.
Conduct reviews and draft development plans of direct reports to improve effectiveness.
Mentor and counsel direct reports.
Identify and foster high potential talent.
Manage External Tax Advisors
Manage the use and cost of external tax advisors in situations where tax advice or second opinions are required to achieve our goals.
Tax Systems
Provide direction for tax team to implement, improve and maintain software to manage sales use tax.
Work with IT to minimize issues arising from tax specific systems (e.g., Vertex, OneSource).
Work with IT to implement software that provides the tax team the necessary information to administer the tax laws timely and effectively.
Advocate for resources and systems that will improve teams’ performance.
Minimum Requirements/Qualifications
Bachelor’s degree in Finance, Accounting, or relevant area.
CPA Certification.
15 + years industry or public accounting experience.
Proven ability to lead, motivate, and drive results with teams.
Strong written and oral communication skills.
Strong knowledge of federal and state tax law.
Strong knowledge of ASC 740 and ASC 450.
Strong managerial skills.
Solid judgment.
Juris Doctorate & Retail Industry Experience a plus.
