Brief Overview of Position

The Director of Consumer and Commercial Banking Compliance performs an invaluable function of advising and supporting the various Consumer Banking and Commercial Banking lines of businesses in complying with applicable federal and state banking laws including consumer protection laws, rules, and regulations. Additionally, the incumbent in this role also advises lines of businesses in the development and enhancement of new and existing products and services, respectively, to enable the businesses to be aligned with applicable laws, regulations, and rules and to prevent consumer, financial, and reputational harm to Texas Capital. The position is responsible to develop and execute monitoring activities, collaborate with the Risk Assurance Services function (responsible for independent second-line of-defense testing activities) to design appropriate testing coverage, participate in remedial action to address potential process weaknesses and help prevent their recurrence, and strengthen policies and procedures.

Competencies

Comprehensive knowledge of federal and state banking laws including laws of consumer protection, fair lending, CRA and related laws and regulations and the ability to apply those laws and regulations to bank products and services including laws and regulations related to consumer protection, fair lending, and Community Reinvestment (CRA).

Knowledge and experience in using analytical techniques to monitor and evaluate products and services to detect patterns of exceptions and to determine the root cause(s) of apparent exceptions of policies and procedures and applicable laws and regulations.

A comprehensive understanding of how banks operate, accounting principles, and experience in interacting with federal and state regulators.

Proficiency in communicating in writing.

Proficiency in communicating orally.

Leadership and managerial skills to lead and guide subordinate(s).

Responsibilities
  • Assist in the design, development, execution, and oversight of an effective Compliance Program. Assist in the identification, communication and operationalization of applicable federal and state commercial and consumer banking regulations. Foster an understanding of associated compliance risks as applicable; and influence the development of suitable risk mitigation strategies
  • Act as a trusted advisor and primary subject matter expert for internal and external stakeholders
  • Act as a key liaison during regulatory exams, internal audits, and 2LOD (independent risk management) testing
  • Assist in the execution of and act as key advisor for the Bank's Regulatory Compliance Risk Assessments
  • Identify compliance risk across the organization and drive and influence corresponding transformation of control environment
  • Serve as lead regulatory change management subject matter expert in all aspects of the Program and oversee the implementation and operationalization of all relevant regulatory changes
  • Prepare and deliver management reporting on KRIs, KPIs, and any significant developments within the Program
  • Prepare and/or contribute to Board of Director reporting and training materials
  • Maintain knowledge of latest industry guidelines and best practices. .

Qualifications
  • Bachelor's degree in finance, Accounting, Audit or Business with a compliance risk focus; or equivalent years of experience (required)
  • Master's degree in finance, Accounting, Audit or Business with a compliance risk focus; or equivalent years of experience (preferred)
  • Commissioned examiner status with the OCC, Federal Reserve, or FDIC is preferred with seven years of experience in bank examinations
  • Certified Regulatory Compliance Manager Certification (CRCM) is acceptable with:
    • 12+ years of experience in a large or mid-size financial institution (required)
    • 10+ years of experience in financial institution compliance (required)
    • 5+ years of managerial experience in a financial institution (required)
  • Comprehensive subject matter expertise in federal banking laws including consumer protection, fair lending, and Community Reinvestment (CRA)
  • High degree of integrity and strong work ethic
