This position involves executive managerial responsibilities directing the fiscal activities for the City. Work includes overseeing collection, custody, and disbursement of public funds, payroll, and income tax; maintaining municipal accounting records; managing and providing advice on investments; coordinating and executing all bond issues; oversight and participation in decision-making during budget development.

SUPERVISION

The Director of Finance is appointed by the City Manager subject to confirmation by City Council. Employee has latitude to make decisions, keeping the City Manager/Assistant City Manager apprised of actions and recommendations. Work is reviewed through periodic meetings with the City Manager/Assistant City Manager and City Council for accomplishment of financial goals and objectives and program compliance with local, state, and federal laws and other regulations. Work is also reviewed through the City's independent financial and compliance audit.

ESSENTIAL FUNCTIONS OF WORK

(May not include all duties performed.)

Develops, implements, maintains and reviews policies and procedures relating to expenditures, collections, and investment of public funds; implements internal controls; monitors legal requirements in compliance with State code.

Directs the Finance team which includes accounting and reporting, income tax, utility billing, risk and safety, procurement and buildings and grounds.

Assists the City Manager/Assistant City Manager with the preparation of the City's annual budget; meets with department heads and reviews proposed department budgets; reviews and proposes revisions, conducts analyses as required; presents proposal to City Manager/Assistant City Manager and City Council.

Plans, manages, directs, and prepares the City's Comprehensive Annual Financial Report; assists external auditors in conducting the Annual Financial and Compliance Audit.

Responsible for the investment and cash management of all city funds in compliance with applicable laws; prepares all official budgetary statements including debt offerings related to long-term capital improvements.

Attends meetings as required; communicates with outside professional organizations and the media.

Participates with the executive leadership in visioning and planning for the future.

Performs other related duties as assigned.

MINIMUM REQUIREMENTS OF WORK

Possession of a bachelor's degree in accounting, public finance, business administration or related field and ten years of progressively responsible experience in finance, accounting and auditing including supervisory experience. A master's degree or CPA license is preferred; or any equivalent combination of training and experience which provides the following knowledge, abilities, and skills:

Thorough knowledge of the principles, theories and practices of development financing and governmental accounting, auditing and budget management.

Thorough knowledge of local, state, and federal laws, policies, rules, regulations and standards pertaining to financial accounting, investment of public funds, and budgeting.

Thorough knowledge of development, improvement, and maintenance of internal accounting controls appropriate for accounting, reporting, and city operations.

Thorough knowledge of budget preparation and management.

Considerable knowledge of financial controls as related to technology and cybersecurity.

Ability to analyze difficult and complex financial issues and to make recommendations for proper actions.

Ability to communicate complex ideas effectively, both orally and in writing.

Ability to plan, organize, coordinate, prioritize, assign and evaluate the work of subordinate professional, technical and clerical support staff.

Ability to establish and maintain effective working relationships with other departments, employees, elected officials, professionals, and the general public.

Ability to prepare clear and concise written reports.

Ability to supervise and guide the work of others in making complex fiscal decisions.

Ability to communicate effectively both orally and in writing with other employees, program staff, clients, outside organizations, and others.

HEALTH BENEFITSEmployees pay 15% of the monthly medical insurance premium through United Healthcare which includes prescription coverage. Employee, Employee plus child(ren), Employee plus spouse and family coverage is available. However, a spouse who has affordable health care coverage through their employer must elect that coverage as primary. The City health care plan is a high deductible healthcare plan.

HEALTH SAVINGS ACCOUNTAnnually, the City will deposit 85% of your health insurance deductible amount into an HSA account in your name.

VISION AND DENTALThe City pays 100% of the premium for dental and vision. Coverage levels will be explained in further detail at time of hire.

LIFE INSURANCEThe City pays 100% of the premium on a $100,000 life insurance policy for employee and $10,000 for spouse and $5,000 for child.

RETIREMENT PENSIONThe City contributes 14% monthly toward retirement benefits offered through the Ohio Public Employee Retirement System. The employee pension payment share is 10% of gross salary.

VACATIONNew employees accrue two weeks of paid vacation every year. Vacation time increases with length of service time.

PERSONAL LEAVEEmployees receive 6 prorated days of personal leave annually.
