Job Summary:

Reporting to DCMC Partners' Director of Operations, this position is responsible for ensuring Public Assistance program delivery is provided in a timely, professional, customer-centric manner to meet Client/Applicant priorities. Sr. Recovery Managers lead multiple small and/or large-scale responses and/or recovery programs and projects in areas impacted by FEMA declared disasters. Sr. Program Managers work onsite and/or remotely with DCMC staff and subcontractors to deliver program management support to clients/applicants.

Direct Reports:

Deputy Project Managers, Lead Specialists and Specialists as assigned. Independent contractors and Subject Matter Experts as needed.

Duties and Responsibilities:

Project Management:

Lead, coach, coordinate and evaluate performance of all project staff.

Participate in Client/Applicant/sub-Applicant and Regulatory Agency communications as Client representative/advisor.

Communicate timely information, guidance and recommendations to Clients, Company leadership and subordinates.

Gather required and needed information from Client/Applicants using assigned templates.

Develop and maintain project plans, identify resource needs, project budget and schedule.

Monitor program performance parameters and establish necessary tools for control over program results.

Prepare and disseminate reports and other deliverables.

Provide overall project QA/QC in all phases.

Company/Client/Gov't Agency Relations:

Serve as direct interface between DCMC and Client and between Client and representatives of Federal/State/Local agencies, including high-level elected and appointed officials.

Build relationships of trust across functions and organizations.

Exhibit strong commitment to aggressively meeting timelines and deliverables.

Provide applicable program knowledge and experience to assist Clients in making well-informed decisions.

Develop understanding of each Client/Applicants' project goals, objectives, risks and prioritize accordingly.

Facilitate and attend Client meetings and interactions with government agencies.

Business Development Opportunities:

Explore and create opportunities to provide additional services to existing clients both from within own fields of expertise as well as other company capabilities.

Proactive pursuit of opportunities to generate business from new and previous Clients in any and all company service offerings.

Assist coworkers in their efforts to do the same.

Assist with business development support activities through participation in client meetings, proposal preparation, and professional organization involvement.

General Administration:

Oversee, train and lead program staff in understanding and applying regulations, policies, procedures, and systems.

Take on internal operational duties to improve DCMC's processes to include writing Standard Operating Procedures and contributing to DCMC strategic planning.

Review and approve sub-consultant invoices, DCMC timesheets, and Client invoices.

Provide recruiting and hiring process support as required to find, secure and onboard DCMC staff.

Complete other duties which may arise from time-to-time commensurate with the title and position.

Education Requirements:

Required - Bachelor's degree or equivalent experience.

Preferred - Bachelor's degree in a related field (Engineering, Public Administration, Law, Environmental Science or Architecture).

Requirements:

10+ years' experience in the disaster recovery field, with significant experience at the managerial level. Preferred.

Multiple state/regional disaster experience. Preferred.

Must be capable of maintaining a remote work.

May be required to deploy/travel in support of assigned project implementation or other Client requirements.
