JOB SUMMARY

This is a managerial, exempt position which serves under the administrative direction of the Fire Chief and/or Deputy Fire Chief. The Training Division Chief position performs specialized educational work in preparing and presenting training programs to members of the Villages Public Safety Department and the community. This position serves as the lead in coordinating all aspects of the department’s training and quality assurance program. This is an advanced supervisory position providing emergency response work, and other activities responding to citizen calls for emergency assistance due to a variety of emergency and non-emergency situations. Works independently, reporting major activities through regular meetings. This individual exercises initiative and independent judgment in all phases of work; exercises tact and courtesy in frequent contact with District staff, various county officials, and the public; works closely with local, regional, and state safety organizations. The individual assigned to this position must be capable of working a flexible schedule that can often require evening and weekend assignments.

The incumbent is required to also maintain the psychomotor skills necessary to perform emergency fire ground operations within the position’s defined job responsibilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES (Includes, but not limited to)

Planning/Development

Researches and compiles data to assess/determine the needs of life safety and community education programs.

Develops and maintains a comprehensive public life safety education strategy so that program goals, design, resources, implementation and evaluation methods are included.

Develop, promote, and deliver programs to both internal and external organizations for such topics as home safety, public safety and other public awareness or relations areas.

Develops evaluation strategies for public education programs being delivered to the public to determine effectiveness. Prepares necessary reports pertaining to educational activities; maintains statistical data.

Prepares life safety brochures, as required; submits safety related articles for publication in appropriate newspapers and newsletters.

Prepares and distributes safety presentation in both hard copy and multi-media formats.

Develops and delivers training programs to firefighters, paramedics, lieutenants, chief officers, and District staff as needed.

Prepares course outlines and examinations in support of identified training objectives of VPSD.

Evaluates training efforts of VPSD staff and identifies necessary corrective actions.

Prepares and maintains records relative to training programs within VPSD.

Evaluates VPSD staff performance during training programs and provides feedback to trainee supervisors.

Assist in establishing standard operating procedures and participates in strategic planning efforts of VPSD.

Administrative

Responsible for management of all training processes to attain and retain accreditation by the Commission of Fire Accreditation International (CFAI).

Maintains records and assists with State of Florida EMS & ALS department permitting, including Lake and Sumter County Certificates of Need.

Establish and maintain public life safety policies and procedures that clearly state and support the departmental mission.

Budget/Purchasing

Purchases all materials used for training within budgetary guidelines; ensuring educational content of all publications is of the highest quality and reflects current data.

Assists in the development of the department’s budget by providing the Fire Chief with requested information within required timeframes and in formats needed during the annual budget preparation to ensure timely submittal.

Coordinates with the Fire Chief in the procurement and maintenance of vehicles and equipment required for the performance of training activities within required timeframes and approved budget.

Research, write, and solicit grants related to departmental operations.

Operations

Responds to emergency calls to assist in various aspects of operations and may serve as incident commander when required.

Ensures proper maintenance of assigned equipment is in compliance with District and departmental policies.

Reviews reports submitted by subordinates for completeness and accuracy.

Remains available 24 hours per day, seven days per week, for emergency response and administrative. On-Call.

Fills Command Staff or General Staff positions as assigned during major emergency operations.

General

Acts as liaison for the department in the community; develops and maintains relationships with other departments, citizens, and organizations.

Performs work safely in accordance with District / departmental safety procedures.

Performs general administrative / clerical work as required, including but not limited to preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, attending and conducting meetings, answering the telephone.

Cultivates and maintains effective working relationships within the department, the District, as well as outside of the organization.

Attends training, conferences, seminars, and meetings to remain knowledgeable of modern emergency response operations and administration; maintains required certifications.

Supervisory Responsibilities

Supervises subordinates, as assigned, relative to training activities and departmental operations; ensures work is in compliance with relevant local, state, and federal regulations. This includes staffing standards, organizing, selecting, or recommending selection, assigning and evaluating work, and counseling, disciplining, and recommending termination.

Performs other duties as assigned.

May be expected to perform additional duties in an emergency.

MINIMUM EDUCATION AND EXPERIENCE (Includes, but not limited to)

Six (6) years of career fire service experience with a minimum of three (3) years proven fire suppression operations experience at the rank of Lieutenant or higher; applicants with a minimum of Three (3) + years of service as a Lieutenant with the Villages Public Safety Department will be given preference.

Minimum three (3) years as a certified EMT or paramedic; Paramedic certification required for EMS training position.

Bachelor’s Degree from an accredited college or university in Public Administration, Management, Business Science, Fire or EMS Science, Education, or technical field.

Prior experience with state/local government preferred.

MINIMUM CERTIFICATES, LICENSES, REGISTRATIONS

Florida State Firefighter Minimum Standards (F.S.S. 633).

Florida State Fire Officer I Certification.

Florida Fire Officer II certification required within 12 months of appointment.

Florida Fire Service Instructor I.

Florida Fire Service Instructor III certification required within 12 months of employment.

Florida State certified as Emergency Medical Technician or Paramedic; Paramedic certification required for EMS training position.

Current CPR certification.

(Paramedic) Current ACLS, ITLS and PALS certifications; Instructor certifications required within 12 months of employment.

16-hour EVOC required. EVOC Instructor certification required within 12 months of employment.

Valid Florida Driver’s License required.

Required FEMA (ICS) certifications must be completed within six months of hire.

All candidates and employees must successfully pass background and drug screening.

Internal Applicants:

Will not be eligible for consideration if:

They are currently in or did not successfully complete probation.

They have received any formal discipline in the previous 12 months.

Must maintain all required certifications and licenses (including the Medical Director’s clearance) to perform Basic and/or Advanced Life Support patient care.

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES (Includes, but not limited to)

Knowledge

Records Management Systems (RMS).

Knowledge of applicable local, state and federal organizations and regulations.

Read and interpret documents such as technical data, safety rules, operating and maintenance instructions, and procedure manuals.

Skills

Comfortably and effectively communicate in training and non-training situations with all levels of District employees, residents, community organizations, trainers from other companies, professional training group members, and consultants by phone, in person, or through correspondence.

Apply mathematical concepts such as fractions, percentages, ratios, and proportions to practical solutions.

Solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

Possess strong planning and organizational skills.

Proven intermediate or better proficiency in computer operations and use of software packages, including but not limited to:

Word processing, spreadsheet, graphics, etc., specifically with Microsoft Word, Excel, Outlook, and PowerPoint.

Abilities

Ability to successfully, and within required timeframes as necessary.

Must successfully complete initial medical and physical evaluations and recertify annually in accordance with F.A.C. 69A-62 and NFPA 1582 standard.

Capable of operating in personal protective equipment (PPE) and Self-Contained Breathing Apparatus (SCBA) per state and federal safety standards.

EQUIPMENT

Position requires the use of:

Telephones, fax, copy machine, computers, digital cameras, productivity software and other office equipment.

Emergency vehicles, radios, personal protective equipment for firefighting operations.

Power saws and other fire service equipment carried on VPSD apparatus.
