What you will do for

Harris County Precinct 4 (HCP4)

The Office of Strategy and Performance (OSAP) is the strategic, central data and project management office for Harris County Precinct 4 (HCP4). OSAP assists HCP4 Departments by focusing on aligning strategy, facilitating performance and data management and catalyzing improvement by developing and implementing tools and resources as necessary. It supports related effort such as: data governance, data collection, complex data analysis and visualization, best practice research, benchmarking, project management, organizational accountability and transparency, and technology implementation across all areas of the organization to ensure efficient and measurable government operations.

The Director of Strategy and Performance reports to the Chief Financial and Operating Officer, serves as the leader of OSAP, and manages several focus areas including Operational Strategic Support, Operational Efficiency and Data Support, and Performance Management.

Job Duties and Responsibilities:

Advise executive leadership on the implementation of County goals through precinct-wide strategy planning, financial, and performance management.

Provide strategic counsel on strategic operational efforts on a complex range of precinct matters.

Conduct in-depth business assessment and data analysis research to identify opportunities to improve operational efficiency and cost effectiveness.

Oversee evidence-based portfolio and foster an integrated approach to project management.

Lead the development of business architecture tools and data analytics to support strategic decision-making.

Provide direction and/or recommendations relative to a precinct-wide performance management system.

Work closely with precinct stakeholders to develop a robust outcome based budgeting process, ensuring alignment with precinct strategic initiatives, goals, and desired outcomes.

Serve as a change agent and promote the benefits of performance management and develop a precinct-wide culture of data use. Lead and execute special projects, cross-initiative opportunities and perform other duties as assigned.

Requirements

Education:

Bachelor’s degree in Business, Economics, Finance, Public Policy/Administration, or related field from an accredited college or university.

Experience:

Five (5) years of experience in government, non-profit, management consulting, and/or project management setting with a background in economics, statistics, data management, financial planning and analysis, or strategy and performance management methodology.

Prior experience in developing, implementing, and/or managing local or federal budgets.

Prior experience and demonstrated skill in designing and using internal controls, including the development of processes, procedures, forms, protocols, and standards.

Knowledge, Skills and Abilities:

Knowledge and understanding of the principles and techniques of public financial management, accounting principles and other financial concepts.

Fluency in the use of advanced technological tools to develop cost-effective financial policies, accounting procedures, data collection, performance reporting, analysis, forecasting, and controls.

Knowledge of integrated approaches to public sector performance management (e.g., outcome-based budgeting).

Ability to demonstrate the links between effective financial planning, execution, and reporting with management oversight of organization performance.

Ability to determine and execute the appropriate analytical approach for the operational issue - including when to use more basic or more complex methods. Understanding of how to connect data and analysis to management and operational decisions.

Ability to read, analyze, and interpret governmental regulations.

Successful track record of using rigorous evidence and data to support decision making.

Strong leadership and people management skills.

Exceptional project management and organizational skills.

Excellent oral and written communications skills, with the ability to communicate key takeaways to diverse, nontechnical audiences.

Strong policy/data analysis and research skills; ability to understand technical and theoretical concepts.

Proficiency in Microsoft software applications, including Outlook, Word, Excel, Access, and PowerPoint.

Preferences

Education:

Master’s degree in Business, Economics, Finance, Accounting, Public Policy/Administration, Computer/Data Science, Mathematics, MIS, or related field from an accredited college or university.(preferred)

Knowledge:

Knowledge of statistical and data analysis tools and software, such as Stata, Python, R, SQL, and/or data visualization tools such as Tableau, Power BI, etc.

Language:

Bilingual fluency
