Contributes to the strategic leadership of the Department of Parks and Recreation, which includes the following:Serves as an active participant in the department leadership team, setting vision and direction for the department through annual work planning and alignment with broader city strategies and goals, communicating a positive vision of the future and inspiring passion for delivering excellent programs and services.

Supports departmental projects and initiatives as outlined in the city’s Racial Equity Plan and in partnership with the city’s racial equity office, including but not limited to assisting in the development of recommendations, performance metrics, policies, and processes that advance the department’s equity priorities and goals and utilizing city racial equity tools to embed a racial equity focus in departmental policies and practices.

Assists with department-wide accreditation functions.

Establishes and ensures a culture that models city values, provides effective leadership, and ensures the creation and maintenance of a high-performance culture.

Maintains and promotes organizational norms in conducting internal and external business activities.

Serves in a leadership capacity on city-wide initiatives and issues related to the department; attends Parks and Recreation Advisory Board (PRAB) meetings; leads the preparation of information, documents and makes presentations for the PRAB and City Council as needed or required.

Directly manages, coordinates, and monitors the successful operations of assigned service area.Selects, leads, evaluates, and mentors staff based on standards of excellence and continuous improvement, department norms and city values.

Fosters a climate of innovation and continuous improvement, directing the initiation of new structures, programs, or procedures to improve productivity and efficiency while ensuring reports are accountable for effective management.

Ensures a welcoming climate and recruits for a diverse workforce, including evaluating new and existing position descriptions to reduce barriers to access (e.g. higher education, professional associations).

Directs work quality, sets standards and expectations relating to facility and program management and service impact by aligning teams around objectives that are clearly linked to broader city and department strategies and goals.

Holds self and reports accountable for implementing, communicating and leading effective talent engagement and management processes, including selection, performance feedback, development and succession planning processes.

Manages service area budget and contributes to the overall preparation of the Parks and operating and capital budget, which includes the following:Formulates budget strategies; compiles information, statistics, and data to determine appropriate levels of funding; prepares and monitors the service area annual budget to be consistent with city and department-wide goals; ensures section budget is managed within appropriated revenues and expenditures; forecasts trends and future issues while ensuring city racial equity tools are utilized in recommendations.

Identifies personnel, material, contractual and equipment needs; maintains budget and personnel records; pursues other sources of funding and prepares grant proposals.

Contributes to the enhanced community impact of Boulder Parks and Recreation by leading efforts to enhance service delivery, ensuring programs are designed, delivered, and evaluated in alignment with department goals. This includes but is not limited to the following:Ensures programs follow best practices in life-cycle management and evaluation and the Boulder Service Delivery Model.

Explores, coordinates, and enhances relationships with partners to operate and/or improve programming including research-based proposals to best serve current and future community needs.

Identifies opportunities to enhance and sustain service delivery of site amenities to underserved segments of the community; collaborates with colleagues to ensure related community outreach and awareness.

Envisions, documents and, where appropriate, implements marketing, vendor and/or partner initiatives providing the department a competitive advantage in meeting the community’s health and recreation expectations.

Manages the development and/or implementation of management plans and annual work plans, which includes the following:Develops and implements policies and practices for site maintenance and/or program management that reflect community values, departmental goals and objectives and leading practices.

Assists in developing the Asset Management program and identifies capital needs and repair and restoration needs to lead the development of Capital Improvement Program (CIP) budget items for the service area.

Leads and/or manages implementation of site-specific plans including plan updates and impact studies; actively participates in or leads related plan public processes, surveying and other forms of community feedback; creates annual progress reports.

Develops, documents, and implements best practices in general management and programming service delivery for each program.

Builds effective alliances with other city departments, local, state and federal agencies and public interest groups; coordinates with appropriate agencies/partners to ensure timelines, permit requirements, regulatory constraints, public process requirements and budgetary constraints are met.

Other responsibilities as a departmental leader:Keeps current with trends and issues as they affect the professional field of parks and recreation. This requires updating job knowledge through attendance and participation in continuing education opportunities such as conferences and specialty schools offered on recreation trends, management strategies and techniques.

Promotes a culture of teamwork and synergy through collaboration and communication both within the department and with other governmental agencies.

Generates creative and innovative solutions to manage organizational issues and opportunities.

Maintains and promotes professional ethics (i.e., honesty, integrity, respect, fairness, caring) in all conduct.

Takes responsibility for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property.

Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.

Job duties specific to the Parks and Recreation Senior Manager for Regional Facilities:Primarily directs and leads the following functional areas: Flatirons Golf Course, Boulder Reservoir, Valmont City Park, and Athletic Turf, Sports and Events.

Develops and implements policies and practices for ANS mitigation and integrated pest management practices which reflect community values and departmental goals and objectives.

Leads the analysis of current land and water management practices for efficiencies and effectiveness.

Leads operations for park and natural lands within functional areas, understands and implements park policies for park amenities and trails systems.

Directs research on trends, new technologies and best management practices in the areas of athletics, public events, golf, trail, and reservoir management.

Leads the coordination with community groups, the Colorado Division of Wildlife, Northern Colorado Water Conservancy District, Colorado Water Ditch Systems, Audubon International, and other local, state, and federal agencies on wildlife and water management on park lands.

PREFERRED QUALIFICATIONSMaster’s Degree in Business, Parks and Recreation Administration, Public Administration, Outdoor Recreation, Natural Resources Management or in a related field.

Experience working in municipal or other government environment.

Experience working with multiple budget funds including capital development and renovation funds as well as experience with enterprise management.

Experience with boards and commissions.

Bilingual (Spanish/English) written and verbal skills.

REQUIRED EDUCATION AND EXPERIENCEBachelor's degree in Parks and Recreation Administration, Business, Outdoor Recreation, Natural Resources Management or a related field, with at least seven years of progressively responsible leadership and management, including prior supervisory experience in public amenity management with a performance record of effective leadership, business, and management, organizational skills, promoting innovation and fostering equity. Or an equivalent combination of education and experience.

Experience with recreation facility, public land or park site construction documentation, bidding, budgeting, and/or construction administration.
