Who We Are:Established in 2003 by a special act of the Florida legislature, Toho Water Authority (Toho) is the primary provider of water, wastewater, and reuse water services in Osceola County and one of the larger utilities in the State of Florida. Toho currently serves over 150,000 customers, in a 342 square-mile area, including St Cloud, Kissimmee, Poinciana, and unincorporated areas of Osceola, Polk, and Orange Counties. Toho was established to provide regional stewardship over water resources in and around Osceola County.

Toho owns and operates 17 water plants and 9 water reclamation facilities. With a 550+ person workforce, Toho treats and distributes approximately 51.6 million gallons of potable water and reclaims 34.3 million gallons of wastewater daily. The Communications Director serves in a leadership position responsible for strategic direction, oversight, and direct engagement of Toho’s organizational public relations, communications, branding, marketing, community outreach, and education functions. Specific responsibilities include the development, implementation, and administration of communications, education, marketing, and public relations strategies that support Toho’s strategic plan and the Toho Promise. Success in this role includes effectively connecting with all stakeholders, including customers, employees, prospective employees, business partners, the development community, community agencies, and media partners. The Communication Director supervises the Public Relations team and works collaboratively across the entire organization. This position reports directly to the Chief People and Engagement Officer.

Essential Functions

ESSENTIAL FUNCTIONS:The Communications Director will lead development, refinement and implementation of:

Programs to maintain favorable public perceptions of the organizations accomplishments, agenda and overall responsibility to internal and external customers;

An organizational wide communication strategy for marketing and dissemination of information about the organization including but not limited to organizational interest and objectives;

Strategic planning for promotion and dissemination of organizational communications and marketing content;

The strategic initiative to create a differentiated brand;

Education materials that convey the organization’s priorities, products, services, and role in the community;

High-quality, informative, and engaging press releases, press kits, and related materials;

A multi-year comprehensive marketing, public relations and communications strategic plan;

Short and long-term goals and objectives that align with the organizations strategic plan;

A social media strategy to grow and enhance the organization’s brand and social media presence, and increase and optimize traffic to the organizations website through social media channels;

Presentations, articles, reports, multi-media, and information supporting communications efforts;

New and enhanced existing weekly, monthly, quarterly, and annual marketing tools including but not limited to the Pipeline Newsletter, Press Releases, Websites, Strategic Plan, and more; and

Consistent and comprehensive approaches to media interactions, including policy and procedures, methods for preparation, tracking and monitoring of all interactions with the media, while maintaining a strong relationship with the media to garner fair and balance coverage.

Build relationships across all stakeholder groups;

Conduct market research, as needed;

Employ a variety of methods, tools and best practices in support of promoting a positive image of the organization as well as assessing internal and external perceptions;

Brainstorm and collaborate with teams for new ideas and strategies; and

Manage budgets, deadlines, objectives, and schedules.

Conduct media interviews and prepare media responses as needed.

All other duties as assigned.

Minimum Qualifications

MINIMUM QUALIFICATIONS:Any combination of education and experience which demonstrates the candidate’s ability to perform successfully in this position will be considered.

Bachelor’s degree in Communications, Public Relations, Marketing, Journalism, or related field.

Six years’ experience in one or a combination of the following: administrative support management, project management, communications, public relations, strategic planning, or related experience.

Two or more years’ experience developing, executing, and managing marketing strategies and communication strategies.

Must possess and maintain a valid State of Florida Class E Driver’s License.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

WORKING CONDITIONS:The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The noise level in the work environment is usually moderate. Environmental factors include indoor, flat surface, noise, sitting with occasionally walking and standing.
