Business Analyst

Job Summary:The Candidate will be responsible for reviewing, analyzing, and evaluating business systems and user needs. The role involves formulating systems that align with overall business strategies and identifying new applications of technology to enhance business effectiveness. Candidates should have experience with business process reengineering, industry-standard business process mapping, and solution preparation, including risk identification and financial analyses such as cost/benefit and ROI. This role also requires writing detailed descriptions of user needs, program functions, and steps required for program development or modification.Primary Responsibilities:Requirements Gathering:Collect, analyze, and document user requirements, business processes, and problems to automate or improve existing systems.Elicit and document business needs for new systems.Analysis and Documentation:Analyze program policies and procedures to determine their effect on automated systems and system functional areas.Assist in requirements gathering and identify opportunities for business process improvement through automation.Project Management:Assist with the preparation and review of complex project management deliverables such as project charters, project plans, test plans, and risk management plans.Develop and review test cases, process change requests, and manage project scope, acceptance, installation, and deployment.Consultation and Troubleshooting:Consult on the analysis of applications, troubleshoot system problems, and recommend solutions.Provide quality assurance consultation to projects, assignments, or special initiatives.Vendor and Relationship Management:Maintain business relationships with vendors, seek best value for new and renewing technologies, and review and approve monthly and annual invoices.Compliance:Follow all TDA policies and procedures.Perform other duties as assigned.Candidate Skills and Qualifications:Minimum Requirements:Experience:8 years of experience in planning and accomplishing goals relying on experience and judgment.8 years of experience performing a variety of complicated tasks with a high degree of creativity and latitude.8 years of experience coordinating with outside vendors and contractors to complete projects and service requests; defining, assigning, and evaluating their work.8 years of experience developing training curricula and conducting formal training sessions.8 years of experience identifying opportunities to improve business processes through automation and preparing proposals to develop new systems.8 years of experience reviewing complex project deliverables such as charters, design documentation, test plans, and risk assessment plans; providing comments and suggestions to document owners.8 years of experience developing or reviewing test cases and processing change requests.8 years of experience providing complex quality assurance consultation or oversight for projects, assignments, or special initiatives.5 years of experience serving as a liaison between the Business community and Customer IT Teams (e.g., Architecture, Project Delivery, Application Sustain).5 years of experience consulting on application analysis, troubleshooting system problems, and implementing solutions.Preferred Qualifications:5 years of work experience with Agile methodology and user story analysis.1 year of strong experience as a Data Analyst in analyzing raw data and as a Business Analyst in requirements gathering, understanding technology, and project management experience with PMP.Primary Skills:Extensive experience and judgment to plan and accomplish goals.Ability to independently perform a variety of complicated tasks with a wide degree of creativity and latitude.Proficiency in coordinating with vendors and contractors, developing training curricula, and identifying business process improvement opportunities.Experience in reviewing and providing feedback on complex project deliverables and managing test cases and change requests.Experience in providing quality assurance consultation and serving as a liaison between business and IT teams.Education: Bachelors Degree
