Position Summary:

The Chief Programs Officer (CPO) is a key executive responsible for leading and managing all programmatic activities at East Harris County Empowerment Council (EHCEC). The CPO will oversee the development, implementation, and evaluation of innovative programs that align with EHCEC’s mission to improve the quality of life in the community. This role involves close collaboration with community stakeholders, funders, and internal teams to ensure program goals are met and continually optimized. Additionally, the CPO will provide strong project management to ensure programs are delivered on time, within scope, and on budget.

Key Responsibilities:Leadership and Strategy:

Provide strategic direction for all EHCEC programs, ensuring alignment with organizational goals and mission.

Lead program development and implementation to drive innovation and community impact.

Collaborate with the CEO and senior leadership to define and achieve long-term organizational goals.

Serve as a thought leader within the nonprofit sector and represent EHCEC in local, state, and national forums.

Program Development and Management:

Oversee the creation, management, and growth of programs in areas such as digital equity, education, housing, disaster preparedness, and health & wellness.

Ensure all programs are sustainable, scalable, and meet the needs of diverse community members.

Supervise program directors and ensure the successful execution of each program’s goals.

Project Management:

Develop comprehensive project plans to manage program timelines, deliverables, and resources.

Coordinate internal and external resources to ensure flawless execution of programs.

Track program progress, identify risks, and make necessary adjustments to keep projects on track.

Ensure programs are completed on time, within budget, and achieve desired impact.

Budgeting and Compliance:

Collaborate with the finance team to develop and manage program budgets.

Ensure program compliance with relevant regulations, including federal and state grant requirements.

Work closely with the Grants Manager to secure and maintain funding from federal, foundation, and corporate sources.

Team Leadership and Development:

Lead, mentor, and develop program staff, fostering a collaborative, high-performance culture.

Provide ongoing support and professional development opportunities for the program team.

Stakeholder Engagement:

Build and maintain relationships with community partners, funders, and other stakeholders.

Serve as the primary point of contact for external partners involved in program initiatives.

Represent EHCEC at public forums, community meetings, and other events.

Reporting and Evaluation:

Develop regular reports for the CEO, Board of Directors, and funders on the progress of programs.

Implement rigorous monitoring and evaluation processes to track program performance and impact.

Use data-driven insights to improve program effectiveness and guide future development.

Qualifications:

Bachelor’s degree in Public Administration, Social Work, Nonprofit Management, Project Management, or a related field (Master’s degree preferred).

Minimum of 7 years of experience in program management and project management, with at least 3 years in a leadership role.

Proven experience in leading community-focused programs and delivering measurable outcomes.

Strong understanding of project management principles (scope, timelines, resource management), budgeting, grants management, and regulatory compliance.

Excellent leadership, interpersonal, and communication skills.

Ability to build strong relationships with a diverse group of stakeholders.

Experience working in a fast-paced, mission-driven environment.
