Job Summary

This position is a member of the UCSF Enterprise Emergency Management team and reports directly to the Director of Emergency Management, UCSF Health, and interacts with staff at all levels throughout the organization. Under limited direction, the position will work independently to develop and maintain the Emergency Management programs within UCSF Health. This position serves as the first Emergency Management point of contact for real-world emergencies in support of senior leadership and the Hospital Incident Management Teams. This position serves as a member of the UCSF Health Emergency Management Committee and will represent Enterprise Emergency Management at all assigned internal and external meetings, including all Enterprise Emergency Management team meetings. Participates in daily leadership safety huddles and all other committees and workgroups, as assigned.

This position demonstrates sound project and program management skills to ensure projects run on time and action items are followed up on and completed timely. Develops, plans, and leads training and exercises, and serves as Enterprise Emergency Management technical expert during real-world emergencies during business and non-business hours. Accordingly, develops and presents all corresponding documentation, including After Action Reports and Improvement Plans (AAR/IPs). Must be comfortable facilitating meetings and presenting to multidisciplinary groups of all sizes, both virtually and in person. Maintains inventory of disaster supplies and records of training/exercise participation of Hospital Incident Management Team members. Participates in hospital safety rounding. Participates in training UCSF Health in emergency management activities in preparation for planned and unplanned events, New Employee Orientation, and other mission-critical areas. Demonstrates strong analytical and writing skills to assess current emergency management plans and policies and revise current or create new plans and policies as necessary to aid in maintaining a safe environment during normal and emergency operations. Will be familiar with and an active participant in HICS/EOC activations and will support maintaining all command center (and similar) locations.

Collaborates with Enterprise Emergency Management team members to ensure goals and objectives for all of UCSF Enterprise Emergency Management are met. Participates in the coordination and dissemination of mass notification communications. This position will demonstrate timely decision-making and adaptive leadership skills in both calm and stressful conditions. Position consistently demonstrates high-level verbal, nonverbal, and written communication skills to work with staff at all levels of the organization across all disciplines.

Develop and maintain hospital emergency management program, ensuring the program is current with compliance with all regulatory standards, including those of The Joint Commission (TJC) and the Centers for Medicare and Medicaid Services (CMS). Provide leadership and emergency management subject matter expertise for UCSF Health, especially during times of emergencies.

The Office of Enterprise Emergency Management at UCSF focuses its work on the four phases of Emergency Management (Preparedness, Mitigation, Response, and Recovery) and Business Continuity. This work helps maintain a safe environment for the people of and at UCSF and the surrounding community during normal and emergencies. The Office of Enterprise Emergency Management strives to be a national and international leader by developing and maintaining high-functioning emergency management and business continuity programs that implement and develop best practices, using a progressive and modern approach to an ever-changing environment.

Required Qualifications

Bachelor’s Degree in Emergency Management, Homeland Security, Healthcare Administration, Public Health, or a related area.Five or more years of experience in Emergency Management, Healthcare Operations, or a related field.Excellent written, verbal, and interpersonal communication skills.Advanced skill to professionally and effectively represent the organization to external partners, including local, state, and federal authorities, first response organizations, and community groups.Demonstrated understanding of local, state, and federal regulations related to Emergency Management, including The Joint Commission (TJC) and the Centers for Medicare and Medicaid Services (CMS).Skilled in working independently and following through on assignments with minimal direction.Strong understanding of and demonstrated application of NIMS, ICS, and HICS.Ability to establish and maintain cooperative working relationships with co-workers and department personnel.Demonstrated skills, knowledge and abilities to apply professional knowledge and expertise from disciplines of emergency management and business continuity using original and innovative approaches and techniques to solve complex non-routine problems.Advanced analytical and organizational skills to organize, prioritize and manage the successful completion of projects within budget and time constraints.Ability to manage and continue to make progress on multiple projects concurrently.Note: Due to the "emergency" job duties and response needed, one must live within a 60-minute drive of our work location @ 1975 4th Street, San Francisco.

Preferred Qualifications

Master’s Degree in Emergency Management, Homeland Security, Healthcare Administration, Public Health, or a related area.Demonstrated leadership skills and experience in a healthcare setting desirable.Must possess abilities, knowledge, and skills to assure that UCSF Health programs operate safely and in compliance with all laws, regulations, accreditation standards, hospital policies, and procedures.IAEM Certified Emergency Manager/Associate Emergency Manager.State Emergency Manager Certification (e.g. CA-EM/PEM).Certified Business Continuity Professional/Certified Healthcare Provider Continuity Professional (CBCP/CHPCP).
