GENERAL STATEMENT OF JOB

Under the general direction of the City Manager, incumbent oversees the daily activities of the Department of Development Services. The incumbent oversees and guides the growth and development of the City. The incumbent formulates and updates the comprehensive land use plans and their regulations; analyzes designs and develops programs required to effectively manage the growth of the community; coordinates the City's zoning, engineering and building activities; plans, coordinates and directs redevelopment projects, transportation and mobility initiatives; neighborhood and community services; and performs administrative and technical work in organizing and managing the municipal parking system. Work includes planning, developing, directing and implementing major programs and projects. Incumbent coordinates and supervises the development process from site plan review through building permitting and inspection. Work activities also include the preparation and administration of the Department's budget and the training and organization of the staff. Work is reviewed through conferences and written reports for results obtained.

SPECIFIC DUTIES AND RESPONSIBILITIES

Essential Job Functions

The Development Services Director serves as the Administrator of the Comprehensive Plan, City Code of Ordinances and Land Development Code regulations. As such, the Development Services Director is responsible for determining any question of interpretation of these documents. Ensures coordination of operational activities of the department with other city departments and outside agencies and boards.

Supervises and coordinates the activities of Division Managers and employees including determining work procedures and schedules. Issues instructions and assigns duties, reviews work efforts, recommends personnel actions, conducts performance reviews, and arranges for departmental training and orientation.

Provides managerial and administrative guidance for all development services activities and to all staff and provides staff direction concerning current and future development operations, budget, personnel, and related administrative matters.

Develops, reviews, and makes recommendations related to various documents, including financial and administrative policies, contractual agreements, resolutions and/or ordinances related to the building and planning divisions including studies, reports, and proposals.

Prepares the annual development services departmental budget, including developing revenue estimates and coordinating presentations of the budget documents to the city commission as well as public and special groups.

Interacts with the city manager and other city directors concerning development services activities, assigned and on-going projects, and responds to questions in areas of specialty and expertise. Interacts with consultants, city commission, code enforcement special magistrate, planning board, and board of adjustment. Prepares and delivers oral and written presentations to the city commission and other city boards as well as other public assemblies as required.

Reviews all federal, state, and local laws, rules and regulations governing the programs within the department to ensure accuracy in the execution of all planning and permitting activities and in the maintenance of all required reports pertaining to the departmental budget, assigned personnel, building standards, code enforcement procedures, planning and zoning actions, and business licensing.

Establishes performance standards and performance evaluations for all departmental staff.

Serves as liaison to the community at large and business organizations on development matters.

Evaluates the needs of the City in public infrastructure, including traffic circulation, pedestrian access, drainage, streetscaping, open space opportunities, aesthetics, etc.

MINIMUM TRAINING AND EXPERIENCE

Bachelors degree (Masters preferred) from an accredited college or university in planning, urban and regional planning, landscape architecture, or a related field with a minimum of ten (10) years of related experience to include at least four (4) years of direct supervisory and senior management experience. Credit will be given to any equivalent combination of training and experience which provides the required skills, knowledge, and abilities to lead personnel and appropriate resources at the Director level. Member of the American Institute of Certified Planners (AICP) or the ability to obtain membership within twelve (12) months of employment.

Computer literacy (word-processing, spreadsheets, reports.)

Possess a valid State of Florida driver's license.
